NOTICE TO PROPOSERS
The City of Park Ridge is seeking to enter into a Sub-Lease Agreement with a qualified and financially sound
entity or Business Owner/Operator to operate a retail business at the Park Ridge Metra Train Station, located at
100 S. Summit Avenue, Park Ridge. All proposers are encouraged to attend a pre-submittal walk-through at the
Metra Station on June 10, 2026 at 10:00 a.m.
Proposals shall be delivered to Park Ridge City Hall, Finance Department, 505 Butler Place, Park Ridge, IL prior to
the Due Date and Time set forth below. Responses must be in a sealed envelope marked and clearly labeled:
Company Name and Address, Solicitation Number, Solicitation Name. Responses transmitted by fax or email will
not be accepted.

The City reserves the right to make clarifications, corrections, or changes to this RFP at any time prior to the time
proposals are due. Any communication regarding this invitation between the date of issue and date of award is to
be in writing and directed to procurement@parkridge.us. Answers to questions submitted in writing may be
distributed as an addendum. It is the proposer’s responsibility to check the website for addendum/response prior
to submitting a proposal. All proposals submitted must acknowledge receipt of all addenda issued by the City.

REQUEST FOR PROPOSALS
SUB-LEASE OF RETAIL SPACE AT PARK RIDGE METRA STATION
Introduction
The City of Park Ridge (“City”) is seeking to enter into a sub-lease agreement (Agreement) with a
qualified and financially sound entity or Business Owner/Operator (“Operator”) for the operation of a
commercial retail space at the Park Ridge Metra Station, located at 100 S. Summit Avenue. The premises
available for sub-lease, as described in this request for proposals, is an approximately 144 square foot
space that in recent years has operated as a refreshment concession.
The City’s objective is to activate this space with a high-quality, customer-oriented business that
enhances commuter experience and contributes to the vitality of the Uptown area. Preference will be
given to proposals that emphasize viable retail and/or food and beverage services. Tobacco and pipe
shops, alcohol sales, and financial institutions or services, including ATM machines will not be
considered.
Term of Contract
The initial term of this Agreement shall be for a period of one (1) year, with a mutual option to renew
the Agreement on an annual basis unless sooner terminated as provided herein.
This sub-lease is subject and subordinate to the terms of the primary lease between the Chicago &
Northwestern Transportation Co. and the City of Park Ridge, dated March 1, 1994, Lease Number 88368,
as amended. This lease shall terminate immediately, without notice, in the event the primary lease is
terminated.
Pre-Proposal Meeting
All proposers are encouraged to attend a pre-submittal walk-through at the Metra Station on June 10,
2026 at 10:00 a.m. Representatives from the City will be present to answer questions.
Property Description
The available space is located within an active commuter rail station serving daily riders on the Metra
Union Pacific Northwest Line. The location offers:
High weekday foot traffic from commuters and visitors
Proximity to Uptown Park Ridge businesses and amenities
Visibility within a transportation facility leased by the City
Access to existing utilities (details below)
The space is offered “as-is,” and Operators are responsible for evaluating suitability for their intended
use. The City will provide electricity, cold water, sanitary sewer service, heat, and refuse storage
facilities and collection service to the leased premises.

Scope of Services
The selected Operator will be responsible for all aspects of operating a commercial business within the
leased premises, including but not limited to:
A. Business Operations
Daily operation of the business during agreed-upon hours, with a focus on peak commuter
times
Staffing, training, and management of employees
Delivery of high-quality customer service
B. Design and Buildout
Preparation and submission of design plans for City review and approval
Construction, installation, and maintenance of all tenant improvements
Compliance with all applicable building codes, ADA requirements, and permitting processes
Any changes to the facility will be highly limited in scope. The City prefers working with
existing infrastructure.
C. Maintenance and Cleanliness
Routine cleaning and upkeep of the leased premises
Proper waste disposal and recycling practices
Maintenance of equipment, fixtures, and finishes in good condition
D. Licensing and Compliance
Obtaining and maintaining all required licenses, permits, and approvals
Compliance with local, state, and federal regulations
Adherence to City policies applicable to operations within municipal facilities
E. Financial Obligations
Payment of rent and any applicable fees as proposed and negotiated
Reporting of gross sales if required under lease terms
F. Coordination with City
Ongoing coordination with City staff regarding operations, maintenance, and any issues
affecting the facility
Submission Requirements
A. Proposals should, at a minimum, include:
Description of proposed business concept and services. List all products/merchandise and/or
services intended to be sold or provided.
Demonstration of experience operating similar businesses
Business plan detailing the intended use of the space, hours of operation, staffing, and
assumed revenues
Type of ownership and names of owners
Conceptual layout or design approach (if applicable)
Proposed financial terms (rent structure, percentage rent if applicable, etc.)
References from similar operations
All proposals must be signed by an authorized official.

Delivery of Proposals
1. Please submit two hard copies of your proposal in a sealed envelope to the City of Park Ridge
Finance Department, 505 Butler Place, Park Ridge, IL 60068.
2. Preference will be given to proposals submitted by Friday, June 19, 2026. However, the City
reserves the right to continue to review proposals up to the point in which a potential sub-
lessee is awarded.

Proposed rent structure (base rent, percentage rent, or
hybrid) and overall value to the City.
Selection Process
The City intends to select the proposal deemed most advantageous, taking into consideration both
qualitative and financial factors. The City may shortlist the highest-ranked Proposers for interviews or
presentations. Following evaluation, and any discussions or presentations, the committee may
recommend a prospective lessee or determine that it is in the City’s best interest to continue evaluating
additional proposals. Any final award or lease agreement may be subject to City Council approval.
The City of Park Ridge reserves the right to disregard any informality in the proposals, to waive
technicalities, or to reject any and all proposals when, in its judgment, the best interest of the City will
be served by such action.
Sub-Lease Agreement
A sample Sub-Lease Agreement is included in this RFP as Exhibit A, which the successful
Owner/Operator must execute after award. Any requested modifications that the Owner/Operator

plans to request to be made to the sample agreement must be noted in the Proposal. The City will take
these requests under consideration in the review process.
Freedom of Information Act
All information submitted to the City in response to this Request for Proposals shall be deemed a public
record and will be subject to disclosure under the Illinois Freedom of Information Act (5 ILCS 140 et seq.)
subsequent to the award of the contract. Consultants are advised that Section 7(1)(g) of that Act
exempts the following from disclosure: Trade secrets and commercial or financial information obtained
from a person or business where the trade secrets or commercial or financial information are furnished
under a claim that they are proprietary, privileged or confidential, and that disclosure of the trade
secrets or commercial or financial information would cause competitive harm to the person or business,
and only insofar as the claim directly applies to the records requested. Owner/Operators desiring to
have portions of their proposals considered exempt are advised to mark these portions accordingly.
