Request for Proposal: Development of a Communication Plan for Resource Conservation District of Santa Cruz County

The Resource Conservation District of Santa Cruz County (RCDSCC) is seeking a qualified communications consultant or firm to develop a comprehensive Communications Plan. This plan will strengthen our public presence, clarify our identity, and enhance engagement with diverse audiences. It will help foster a positive understanding of our work and encourage landowners, residents, and partners to participate in conservation efforts. It will also inspire community support through donations, funding, collaboration, and other forms of involvement. The Plan should ensure consistency across messaging, branding, and outreach, both internally and externally.

Exhibit A Sample RCD Consultant Service Agreement

The RCDSCC anticipates a timeline of approximately 4 months for project completion with an expected total budget in the range of $20,000 to $30,000.

Responses shall be submitted by email to Angie Gruys ( agruys@rcdsantacruz.org ) as a single PDF file containing the following required contents. Hard copy responses will not be accepted. Responses are due Thursday, August 6, 2026, at 5:00 p.m. PST. Proposals received after the advertised closing date and time will be considered non-responsive and will be rejected.
