General Notice

Portland Water District (Owner) is requesting Bids for the construction of the following Project:

Brighton Avenue Dual Water Main Retirement

Bids for the construction of the Project will be received at the Portland Water District Customer Service Entrance located at 225 Douglass Street, Portland, Maine 04102, until Tuesday, April 14, 2026 at 3:00 p.m. for receipt of Bids local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Installation 8-inch water main to select streets along Brighton Avenue between Columbia Rd and Essex St from the existing 12-inch ductile iron water main in Brighton Avenue. Retire existing 6-inch cast iron water main and appurtenances in Brighton Avenue. Renew services to the existing 12-inch water main in Brighton Avenue between Columbia Road and Essex Street.

Obtaining the Bidding Documents

Electronic copies of contract documents may be obtained upon request, contact Wesley Gilbert, Purchasing Agent, 207-774-5961 ext.1007, wgilbert@pwd.org to obtain information regarding access to the files. Paper copies are not available.

Pre-bid Conference

A non-mandatory pre-bid conference for the Project will be held on Tuesday, March 31, 2026 at 1:00 p.m. at Portland Water District Nixon Room located at 225 Douglass Street, Portland, Maine 04102. Attendance at the pre-bid conference is encouraged but not required.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
