LEGAL NOTICE

Official notice is hereby given that the City of Lake Forest (“City”) is soliciting proposals from

qualified firms for:

Modernization upgrades for one (1) freight hydraulic type elevator located at the City’s Water

Plant (1441 Lake Road, Lake Forest, Illinois, 60045)

All proposals must be received by CJ Pavilon, Elevator Consultant at cjpcei@gmail.com &

Mike Tiegs, Chief Water Plant Operator, at tiegsmjr@cityoflakeforest.com by 11:00 A.M. CST on

Tuesday, December 30, 2025.

The full RFP project package and specifications must be obtained by contacting Certified

Elevator Inspection and Consulting Company. The contact information for Certified Elevator

Inspection and Consulting Company is as follows: CJ Pavilon, Elevator Consultant, QEI, MBA,

Principal; Phone: 630.362.8502; E-mail: cjpcei@gmail.com

There will be a mandatory on-site pre-proposal meeting for elevator contractors on Tuesday,

December 16, 2025 at 11:00 AM.

The work, and all of its components, shall be provided, performed, and completed in

compliance with, and Bidder agrees to be bound by, all applicable federal, state, and local laws,

orders, rules, and regulations, as they may be modified or amended from time to time,

including without limitation the Prevailing Wage Act, 820 ILCS 130/0.01 et seq.

The City of Lake Forest reserves the right to reject any and all submissions or parts thereof, to

waive any irregularities or informalities in the process.
