INVITATION TO BID TOWN OF WARREN BURR’S HILL PARK CONCRETE BLEACHERS REMOVAL & REGRADING NOTICE TO CONTRACTORS The Town of Warren is seeking sealed bids from qualified contractors for the removal and regrading of the existing concrete bleachers located at Burr’s Hill Park.
The Town of Warren hereby notifies all bidders that it will affirmatively ensure that disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award in any contract entered pursuant to this advertisement.
The Burr’s Hill Park Concrete Bleachers Repair or Rebuild Project specifications are in the attachment below or at the Town Clerks Office. Bid Documents are made available only to obtain offers for this project. Their use does not grant a license or permit for other purposes.
Sealed bids for Burr’s Hill Park Concrete Bleachers Removal & Regrading project will be received by the Town of Warren, Rhode Island, in the office of the Town Clerk, 514 Main Street, until 11:00 am on Friday, January 23 rd , 2026. After that time, they will be publicly opened and read in the Town Clerk's Office, on the 1st Floor of the Town Hall Building (514 Main Street, Warren, RI).
The Town of Warren reserves the right to reject any or all bids and to waive any informality and accept the proposal deemed in the best interest of the Town.

RECEIPT AND OPENING OF BID PROPOSALS1.a.1 Sealed bids/proposals will be received and time-stamped in the Town Clerk's Office, 514 MainStreet, Warren, RI 02885, until 11:00 am on Friday, January 23rd, 2026, for the commodities,labor, equipment, and/or services listed in the Contract Documents. Bids/Proposals will beopened publicly and read aloud in the Town Clerk's Office, 1st Floor of the Town Hall Building,immediately following the submission deadline.1.a.2 Proposals submitted for a specified project must not be combined under the same cover with anyother Bid.1.a.3 Any Bid received after the time and date specified shall not be considered, by messenger or bymail; even if it is determined by the Town of Warren that such non-arrival before the time set foropening was due solely to a delay in the mails for which the Bidder is not responsible.Conditional or qualified Bids will not be accepted.1.a.4 The OWNER may consider any bid informal if not prepared and submitted in accordance withthe provisions hereof and may waive any informalities and reject any and all bids. Any bid maybe withdrawn prior to the above-scheduled time for the opening of bids or authorizedpostponement thereof. Any bid received after the time and date specified shall not be considered.No bidder may withdraw a bid within ninety (90) days after the actual date of the opening thereof.1.b. INTENT1.b.1The intent of this Bid request is to provide the cost for the labor, material, and equipmentnecessary for the project of removing over 200 feet of concrete bleachers, separating rebar fromconcrete, pulverizing concrete to be used as fill, and regrading the landscaped slope afterremoval.1.b.2 It is the Town’s intent to award one (1) contract.1.c. WORK IDENTIFIED IN THE CONTRACT DOCUMENTS1.c.1 The general scope of work identified in the Contractual Documents comprises the removal ofover 200 feet of concrete bleachers. The separation of rebar from existing concrete and thepulverization of the leftover concrete to be used as fill. Upon filling the slope with pulverizedconcrete, bring in loam to regrade the slope and finish with overseeding.1.c.2 Location: Burr’s Hill Park at 560 Water Street, Warren, RI 02885.1.c.3 The OWNER hereby reserves the right to order additions, deletions, or revisions in the work to beauthorized through a written amendment (change order).1.d. CONTRACT PERIOD AND TERM OF AGREEMENTTown of WarrenPage 1 of 10INSTRUCTION TO BIDDERSSECTION 00100SECTION 00100INSTRUCTION TO BIDDERS1.d.1 The overall contract period is to start upon the awarding of the bid after ratification from theTown Council until completion of the removal of the bleachers and regrading of the site.1.e. TELEGRAPHIC AND ELECTRONIC MAIL MODIFICATION1.e.1 Telephonic, telegraphic, electronic mail (email), or oral Bids, amendments, or withdrawals willnot be accepted.1.f. OBLIGATIONS OF THE BIDDER1.f.1 At the time of Bid Opening, each Bidder will be presumed to have reviewed the Specifications,Contract Documents (including all Addenda) and inspected the construction site, which have beensent to the address given by such Bidder. The failure or omission of any Bidder to receive orexamine any form, instrument, or documentation or to inspect any item specified as a Substitutionshall in no way relieve any Bidder from any obligation in respect to the respective Bid.1.f.2 Any exceptions or deviations from the provision contained in this Specification must beexplained in detail and attached to the proposal. If such deviations do not depart from the intent ofthis notice and are in the best interest of the Town of Warren, the proposal will receive carefulconsideration.1.f.3 The successful bidder must have all current taxes paid which are owed to the Town of Warren (asapplicable).1.f.4 Partial bids will not be accepted1.f.5 Preparation and the cost to produce and submit a proposal shall be borne solely by the bidder.1.g. PRICES1.g.1 Bidders shall state the proposed price in the manner as designated in the Bid Proposal Form(Section 00300).1.g.2 The proposed price shall include all expenses necessary to complete the work in full conformitywith the Project Manual. The cost proposal shall include the bidder’s indirect overhead rate.1.g.3 The price in this Bid shall be irrevocable for ninety (90) calendar days, or until the Bid is awardedby the Town of Warren. After being awarded by the Town of Warren, said prices shall then remainfirm for the duration of the Contract.1.g.4 Balanced Bidding: The work has been divided into items in order to enable the Bidder to bid forthe different portions of the work in accordance with their estimate of costs. Bidders areespecially cautioned not to submit bids that are unbalanced.
