Project Description: This project is funded through the Washington Electric Vehicle Charging Program 2 (WAEVCP2), Contract No. 26-95802-19, administered by the Washington State Department of Commerce, Energy Division. The target proposal cost of grant award for this site (Village at the Harbor, 543 Spring Street, Friday Harbor) is $90,.350.00. Funding is provided through Washington’s Climate Commitment Act (CCA). The Contractor selected through this RFP will be acting as a subcontractor to the District under the terms of the WAEVCP2 grant agreement, and must cooperate in providing documentation and deliverables required by COMMERCE at each grant milestone within required timeframes.
Charging Equipment Requirements
a. Eight (8) L2 charging ports shall be provided and installed. Each port must have, at minimum, one (1) SAE J1772, CCS1, or NACS connector. At least two (2) ports (25% of total, per grant requirements for four-or-more-port sites) must include a SAE J1772 connector.
b. Each port must be capable of a minimum 6.0 kW power output and must provide no less than 4.0 kW per port when multiple ports are simultaneously in use (via Automated Load Management or equivalent system).
c. Equipment must support networking via Wi-Fi, cellular (4G or above), or Ethernet, and must be capable of using OCPI 2.2.1 and OCPP 2.0.1 protocols.
d. All charging equipment must be ENERGY STAR certified (listed in the ENERGY STAR product database) and certified by a nationally recognized testing laboratory to UL 2594.
e. Equipment must comply with Washington State Department of Agriculture rules in WAC 16-662-200, WAC 16-662-210, WAC 16-662-215, and WAC 16-662-220, and all other applicable state laws and rules.
Electrical and Site Work
a. All electrical work including utility-side and customer-side make-ready (transformers, panels/switchgear, conduit, wiring), trenching, grading, filling, paving, sealing, mounting, and commissioning.
b. Load/demand management equipment and software (Automated Load Management or equivalent) to ensure minimum per-port output during simultaneous use.
c. Emergency shut-off (e-stop) equipment at each charging station.
d. Project-related signage, bollards, wheel stops, painting, and striping as needed. Dark sky-compliant lighting and vandalism-prevention measures are preferred.
e. All required ADA upgrades to the project site necessitated by this installation.
f. All design, engineering, capacity analysis, permitting (electrical and construction), and project management required for the project.
