POST FALLS POLICE DEPARTMENT PARKING LOT EXPANSIONINVITATION TO BIDSealed bids will be received by the City Clerk, at the Post Falls City Hall and opened in the 2nd floorconference room, 408 North Spokane Street, Post Falls, Idaho 83854, until 2:00pm local time on Tuesday,April 7th, 2026 for the Post Falls Police Department Parking Lot Expansion project. Bids will be openedand publicly read at the above hour and date.The project can be summarized as the construction of a two-tier parking lot, with public parking on thelower (southern) tier, secure parking on the upper (northern) tier, and a 24-foot-wide connecting driveaisle and a reserved future-development pad located between the two parking tiers for the City of PostFalls Police Department. The work generally includes: site demolition, clearing and grubbing,excavation, grading, asphalt paving, striping for parking stalls, and the construction of concrete wallsup to 3-feet in height, curbing, drainage curb cuts, valley gutters, sidewalks, a concrete approach,bioinfiltration swales, berms, a V-ditch, and the installation of wheel stops, fencing with smoothbarbed-wire, security gates, a trench drain, riprap, single-depth drywells, domestic water, fire, andsanitary sewer services, utility conduits, lighting, landscaping, an irrigation system, erosion control,traffic control, and other associated site improvements.Bidders can obtain plans, specifications, forms, and other information online, at no cost, athttps://hosted.onlineplanservice.com/Project/162 A viewing copy of the plans and specifications areavailable at City Hall.A pre-bid conference will be held at the Post Falls City Police Department Community Conference Roomlocated at 1717 E Polston Ave, Post Falls, ID 83854 on Thursday, March 26th, 2026, at 10:00am local time.Attendance is encouraged but not required.For all further requirements regarding bid submittal, qualifications, procedures, and contract award, referto the Instructions to Bidders that are included in the Bidding Documents.Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers check orcash in the amount of 5% of the bid proposal amount. Said bid security shall be forfeited to the City ofPost Falls as liquidated damages should the successful bidder fail to enter into contract in accordance withtheir proposal as specified in the Instructions to Bidders. A Public Works Contractor License for the Stateof Idaho is required to bid this work.The City of Post Falls reserves the right to reject any or all proposals, waive any nonmaterialirregularities in the bids received, and to accept the proposal deemed most advantageous to the bestinterest of the City of Post Falls. All prospective bidders are directed to the Instructions to Bidders fordiscussion of Bid policies, procedures, and requirements.The City of Post Falls City Council, in accordance with Title VI of the Civil Rights Act of 1964, 78 stat.252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department ofTransportation issued pursuant to such Act , hereby notifies all firms that no person or organizationshall be discriminated against based on race, religion, color, age, sex, or national origin, in considerationfor an award pursuant to this advertisement.
