SummaryThe County of Mohave, on behalf of the Public Works Department, is seeking proposals from qualified respondents for a Public Works Asset Management System . All proposals are due before 2:00 pm on Wednesday, August 5, 2026 .
Mohave County is seeking proposals from qualified vendors to provide a comprehensive, GIS-centric, data-driven Public Works Asset Management System (AMS). The new system will replace the existing AMSs and must integrate seamlessly with the County's current Geographic Information System (GIS) and other relevant data sources. The goal is to enhance the efficiency, accuracy, and reliability of asset management processes, including asset tracking, maintenance scheduling, and reporting.
The system must meet the needs of each Division (listed below) in the Public Works Department:
- Facility Management (Facilities) has over fifty (50) staff that would need various types of access. Facilities is responsible for managing thousands of assets (AC, plumbing fixtures, fire extinguishers, etc.)
- Traffic Control has fifteen (15) staff that would need various types of access. Traffic Control is responsible for 20,621 Traffic Signs; 6,100 Street Signs; 1,111 Pavement Markings; 139 Road Paint; 27 Electronic devices; as well as 7,846 Dailies; 7,846 and 2,042 crash reports.
- The Engineering Division has nine (9) staff members who require access to the system. The Division maintains records of County rights-of-way, administers right-of-way permits, and routinely evaluates the condition of roadway assets, including cattle guards, culverts, and guardrails. Information regarding asset conditions is communicated to the Roads Department to support maintenance planning, prioritization, and operations.
- Roads has over forty (40) staff that would need various types of access. Roads maintain 3,345 Route Segments (Route with from and to destination) & 1369 Road Assets (Cattleguards, Culverts, Guardrails, etc.).
BackgroundThe Mohave County Public Works Department is responsible for the planning, construction, operation, and maintenance of critical infrastructure throughout Mohave County. The Department is comprised of multiple divisions that will utilize the proposed Asset Management System, including Roads, Traffic Control, Facilities, and Engineering.
These divisions collectively manage a diverse portfolio of public assets including roadway networks, bridges, drainage infrastructure, traffic signals and signage, buildings and other supporting infrastructure. Currently, asset information is maintained across various systems, spreadsheets, and manual processes, limiting the Department’s ability to efficiently track asset condition, lifecycle costs, maintenance history, and capital planning needs.
To improve operational efficiency, data accuracy, interdepartmental coordination, and long-term capital planning, the County seeks to implement a comprehensive, integrated Public Works Asset Management System. The system will centralize asset data, support preventative and corrective maintenance tracking, enhance reporting capabilities, and provide data-driven decision support for budgeting and infrastructure investment planning.
The selected solution must be scalable, user-friendly and capable of supporting field and office staff across multiple divisions, with GIS integration and mobile functionality.
