NASHUA SCHOOL DISTRICTREQUEST FOR PROPOSALSINTEGRATED PEST MANAGEMENT SERVICESGeneral: The Nashua School District (NSD) is soliciting proposals from qualified firmsfor integrated pest management (IPM) services. Our goal is to deliver effective pestcontrol while at the same time reducing the volume and toxicity of pesticides used, andreduce human and environmental exposure to pesticides. The selected contractor shallprovide all supervision, labor, materials and equipment necessary to accomplish thesurveillance, trapping and pesticide application components of the IPM program. Thecontractor shall also provide detailed, site-specific recommendations for procedural orphysical modifications that may be necessary to achieve pest prevention.Background: The NSD is a public school system comprised of two high schools, threemiddle schools, twelve elementary schools, a pre-school/alternative HS, SchoolAdministration Building and Plant Operations complex. The total square footage of thesefacilities is approximately 2,000,000. NSD strives to keep all building systems in peakoperating condition and up to current codes. The NSD desires to partner with a full-service pest management firm to provide the best possible learning environment for itsstudents, staff and visitors.Requirements for Bidding: In order for a company to qualify for the bidding process itmust meet the following requirements:1. Be licensed to apply pesticides in the State of New Hampshire.2. Employ a minimum of one certified commercial supervisory applicator license forevery five certified commercial operational applicators employed.3. Provide proof of appropriate insurance.4. All contractor personnel working in or around NSD facilities must weardistinctive uniform clothing.Scope: This program will be designed to deal with pests which typically infiltratebuildings, such as ants, roaches, silverfish, water bugs, spiders, drain flies, mice, and rats.Part I. Facility Assessments1. Facility Assessment - The contractor shall visit and conduct an IPM assessment ofeach facility. For these assessments, and all subsequent visits to the facility, thecontractor’s representative must check in with the main office reception desk.2. Report and Recommendations - The contractor shall prepare a report for each of thefacility assessments, documenting the results of the above assessments and providingrecommendations for IPM measures and physical plant improvements. The FacilityPage 1 of 9Assessment and Report & Recommendations will be provided within thirty (30) calendardays of issuance of the contract purchase order.Part II. Implement IPM Measures1. Brief Facilities Team – Provide an in person briefing highlighting the results of theassessments for each facility along with recommended IPM measures (control plan), aproposed schedule for implementing these measures, and proposed service intervals.Provide manufacturer’s “cut sheets” for any measures intended to be used for thiscontract. Also highlight any physical plant improvements observed during theassessments which could improve defense against pests.2. Implement IPM Measuresa. Upon approval of the control plan, initiate the IPM per the approved schedule at theapproved service intervals. Amendments to the service schedule may occur due tochanges in the pest populations and should be noted in the pest control logbook (seeitem 2.d. below)b. Provide a copy of the Commercial Pesticide Applicator Certificate for everycontractor’s employee who will be performing on-site service under this contract.c. Provide Material Safety Data Sheets (MSDS) for all pesticides proposed to be usedduring this contract. If these pesticides are changed, provide the updated MSDSsbefore pesticide use. The contractor shall be responsible for proper transport,handling and application of pesticides according to the product label and inaccordance with federal, state and local regulations. All pesticides used by thecontractor must be registered with the Environmental Protection Agency and the NHState Department of Environmental Resourcesd. The Contractor shall maintain a pest control logbook for each facility served bythis contract. These records shall be kept at each facility, in the head custodian’soffice, and maintained on each visit by the contractor. This logbook shall contain thefollowing items, at minimum:(1) A copy of the Pest Control Plan for the site;(2) A copy of the labels and MSDS for all pesticides which may be used;(3) The contractor’s service schedule for the site;(4) Pesticide application record and IPM monitoring forms, signed and dated bythe contractor’s representative servicing the site;(5) Recommendations for steps the facility may take to reduce or eliminateconditions that are favorable for pests covered by the terms of this contract.(6) Maps indicating the placement of insect/rodent monitoring devices and/or baitboxes.e. Notify the Plant Operations Office before application of pesticides. Notificationshall include product name, where and when it is proposed to be applied, and anyrecommendations with regard to safety after the application.Page 2 of 9Part III. Additional Pest Control ServicesThe contractor shall provide pest control services for issues above and beyond thoselisted in Parts I & II. Examples of these services include bee/wasp nests on/aroundexterior walls of facilities, birds, bats, snakes and other vertebrates. This work shall beprovided on an hourly time & material fee schedule, and within 24 hours of notificationby the Plant Operations Department. If termites are discovered, the contractor willpropose a course of action to exterminate the nest(s).Qualification of IPM Firm: Proposals must include the following information:1. A general profile of the firm, including location of the office from which thework will be accomplished and types of activities conducted by the firm.2. The firm’s experience in assessing facilities for pest management.3. Key personnel who will be working on this project and their qualifications,education and experience. Currently valid licenses are required.4. Examples of past and present IPM projects conducted within the field.5. Names, addresses and phone numbers of at leave five (5) clients for whomrelated projects have been conducted in the past five years.6. The name, address and phone number of the firm and the contact person.Additional Requirements – See Appendix A for General Terms and Conditions.Contract Award: Award of this contract shall be based on (a) qualifications of the firmand (b) price. Please fill out Appendix B (Quote Sheet) to provide costs of services.Contract Term: The initial contract period of performance shall commence onSeptember 8, 2026 and run through June 30, 2027. Consideration may be given to four,one year renewal periods, at rates you propose (provide inflation rate). Each of theseadditional years will be for one calendar year aligned with our fiscal year, which runsJuly 1st through June 30th.Site Visits: Since conducting site assessments is a task under this specification,individual site visits to each of the school district facilities will not be provided.However, a one day only visit for interested contractors will be conducted on Thursday,May 7, 2026, starting at 8am at Nashua High School South (meet at the main entrance).Please notify Mr. Douglas Duffina, at (603) 966-1505, (email duffinad@nashua.edu) ifyou wish to take advantage of this opportunity.
