Kisht’a Car T’uh Garage Screen/ Cladding Replacement
Southcentral Foundation (SCF) is pleased to provide this public notice regarding the solicitation of detailed proposals from Bidders interested in providing the design, supply, and construction of the garage screen/ cladding replacement to the 6 -story Kisht’a Car T’uh Parking Garage, located at 4441 Diplomacy Drive, Anchorage, AK 99508. A Scope of Work, including specifications for services to be provided, is located in Exhibit A.

Background and History1.1 SCF HistorySouthcentral Foundation is an Alaska Native-owned, nonprofit health care organization servingnearly 70,000 Alaska Native and American Indian people living in Anchorage, Matanuska-SusitnaBorough, and nearby villages in the Anchorage Service Unit.Incorporated in 1982 under the Tribal authority of Cook Inlet Region, Inc., SouthcentralFoundation is the largest of the CIRI nonprofits, employing more than 2,700 people in more than80 programs.1.2 Vision and Mission StatementSCF’s vision is a Native Community that enjoys physical, mental, emotional, and spiritual wellness;its mission is to work together with the Native Community to achieve wellness through health andrelated services. The organization has developed and implemented comprehensive health-relatedservices to meet the changing needs of the Native Community to enhance culture and empowerindividuals and families to take charge of their lives.1.3 SCF FacilitiesSCF offers a wide range of health and wellness services for Alaska Native and American Indianpeople living in Anchorage and the Matanuska-Susitna Borough, and nearby villages. They alsoprovide regional support to residents of 55 rural villages in the Anchorage Service Unit, ageographical area stretching 107,400 square miles across Southcentral Alaska – extending fromthe Canadian border on the east to the Aleutian Chain and Pribilof Islands on the west.4Progressive Design-Build RFP for Kisht’a Car T’uh Garage Screen/ Cladding ReplacementSection 2. General Information2.1 Purpose of the Request for Proposal (RFP)Southcentral Foundation (SCF) is soliciting proposals from qualified Progressive Design-BuildTeams for the design, supply, and install replacement garage screen/ cladding to the parkinggarage at 4441 Diplomacy Drive, Anchorage, Alaska 99508. The garage and adjacent building arecurrently occupied and SCF wishes to see the design and replacement work completed no laterthan October 2026. See Section 3.1. Schedule for more information.The Progressive Design-Build (PDB) delivery method will be utilized for this project. See thefollowing link for more information on the Progressive Design-Build (PDB) delivery method:Primer-Progressive-Design-Build.pdfPDB was selected for this project because:• PDB supports collaboration and teamwork among all project stakeholders, including theowner, designer, and contractor.• All parties are engaged early in the process, which encourages open communication andtimely decision-making. Potential issues can be identified and addressed earlier, reducingthe likelihood of costly delays or disputes.• PDB allows for iterative design and construction, enabling adjustments and improvementsthroughout the project lifecycle.• PDB mitigates risks by fostering collaboration and shared accountability among all projectstakeholders.• Early input from the contractor helps identify potential construction challenges, cost-saving opportunities, and allows for better planning and scheduling.• SCF is committed to a close, collaborative partnership with the PDB Team to refine,develop, design, and deliver the project.The Scope of Services is further defined and provided as Exhibit A to this RFP. The Proposer shallsubcontract with other firms, if deemed necessary, to complete the tasks described in this RFP.2.2 Contract PeriodThe contract term shall begin with the selection of a winning Proposer in January 2026. Proposersshould provide the earliest completion date based on the scope of work and Proposer’s capacityto perform the work. SCF would like this design work completed no later than October 2026.SCF intends to enter into an initial contract for Phase 1 Pre-Construction Services for the Kisht’aCar T’uh Garage Screen/ Cladding Replacement. Phase 2 services will include all services afterGMP execution, including construction, project closeout, and owner training.5
