GENERAL INFORMATIONA. Introduction and PurposeHomecomings, Inc., (Owner) is responsible for the operations and maintenance of numerous multi-family and single-family properties throughout the City of Ventura. The Homecomings, Inc., is issuingthis Request for Proposals (RFP) for a “Architectural Design and Rehabilitation Permitting Set ofPlans”. The design services will include modification designs to the current building systems andcomponents, recommending a design for photovoltaic systems and placements, design for anychapter 11-A and 11-B accessibility corrections and/or deficiencies, interior design changes, siteplanning, and building sustainability design changes to meet carbon neutral requirements. Responsesto the RFP are invited from currently licensed California real estate appraisers who possess a Memberof the Appraisal Institute (MAI) certification.The Vendor will provide the following deliverables:1. Methodology for design approach, conceptual design based on assessing the building’s currentcondition.2. Provide a design set ready to be submitted to the local municipality for design review and planapproval.3. Fee schedule for each step in the design process. For example, conceptual entitlement set, designdrawing set, schematic set, and construction drawings.B. Project Description InformationHomecomings, Inc., Nonprofit affiliate of the Housing Authority of the City of San Buenaventura(HACSB) proposes to rehabilitate the remaining Public Housing scattered site properties in AMP 4and AMP 5 by requesting permission from the U.S. Department of Housing and Urban Development(HUD) Rental Assistance Demonstration (RAD) RAD application and approval process.The project is comprised of eight (8) scattered site multi-family apartments and four (4) scattered sitequadplexes with a total of 148 units. The unit-mix for the multi-family apartments consists of one, two,three and four-bedroom units, and the quadplexes have one, and three-bedroom units. All twelve (12)sites will be a part of the RAD conversion. Homecomings, Inc. will request the RAD blend program,which will permit Project-based vouchers at 90% for the units using the HUD Fair Market Rents (FMR)and allow the other 10% for the RAD voucher units.Homecomings, Inc., is anticipating RAD approval by the end of third quarter of 2026. Homecomings,Inc., plans to apply to the California Debt Limit Allocation Committee (CDLAC) tax credit programunder a to-be-formed limited partner. The restricted units will be between 30% and 80% of the areamedian income (AMI). The building types are all within a 10-mile radius from one another. The projectis not anticipating any major ground disturbance during the rehabilitation phase of construction.II. RFP TERMS AND CONDITIONS3A. Term of ContractThe Contract term for the Design Services shall be for a period of twelve (12) months and an extensionof services and upon written notice within ten (10) business days of the contract’s expiration date.Facilities may be added/deleted to/from this study over the term of the contract. Proposals mustinclude a recommended method of determining additional costs for adding facilities, and credit fordeleting facilities from the list presented in this RFP.The “Architectural Design and Rehabilitation Permit Set of Plans” will be funded with U.S. Departmentof Housing and Urban Development (HUD) funds; therefore, any work performed as a result of thisRFP must comply with all applicable HUD regulations, including HUD 5369-B. It must also complywith regulations for new construction and rehabilitation of scattered site projects pertaining to theCalifornia Debt Limit Allocation Committee (CDLAC), and to the California Tax Credit AllocationCommittee (CTCAC).B. Expense of SubmissionAll expenses related to this submission shall be borne of the Offeror.C. Homecomings Inc., Reserves the Right to:Homecomings, Inc., reserves the right to select more than one respondent (and will accept joint ventureproposals), to select a respondent(s) for specific purposes or for any combination of specific purposes,and to defer the selection of any respondent(s) to a time of the Homecomings choosing, and1. Reject any or all submitted proposals or qualifications, and2. Request clarification of any submitted information, and3. Check any references for current and past work(s) submitted in the RFP, and4. Cancel all or any portion of the selection proceedings at any time.NOTE: All materials submitted to Homecomings, Inc., shall become the property of Homecomings, Inc.D. OptionsHomecomings, Inc., may, at its sole discretion, reject any or all, or parts of any or all, proposals;readvertise this RFP; postpone or cancel at any time this RFP process; or waive any irregularities in thisRFP or in the proposals received as a result of this RFP. Also, the determination or the criteria andprocess whereby proposals are evaluated, the decision as to who shall receive a contract award, orwhether or not an award shall ever be made as a result of this RFP, shall be at the sole and absolutediscretion of Homecomings, Inc.E. Release of InformationInformation submitted in response to the RFP will not be released by Homecomings, Inc., during theproposal evaluation process or prior to a contract award. After the award all submitted information is4subject to release in accordance with the California Public Records Law and the Freedom of InformationAct.F. All questions will be answered in writing by email and copied to all who have indicated byemail that they may respond.G. Non-Discrimination/Conflict of Interest StatementThe Offeror warrants adhering to all civil rights, equal opportunity, and fair housing and Section 3regulations. The Offeror warrants that it presently has no interest and will not acquire any interest directlyor indirectly, which would conflict in any manner or degree with the performance of services under thiscontract during the term of the contract. Insurance RequirementsInsurance: Before the services can be rendered, the selected firm must provide proof of ProfessionalLiability Insurance (including Errors and Omissions) in a minimum amount of $1,000,000 per occurrenceand Workers’ Compensation as required by Law. Certificates of Insurance acceptable to Homecomings,Inc., must be submitted prior to commencement of any work. These certificates shall contain a provisionthat coverage afforded under the policies will not be cancelled unless thirty (30) day prior written noticehas been given to Homecomings, Inc. If the insurance described above is cancelled, Homecomings, Inc.,reserves the right to terminate the contractual relationship upon thirty (30) days’ notice.III. RFP INTRUCTIONSA. Required RFP Information and Submission FormatResponses to this RFP shall include, but need not be limited to, the following:1. Cover Letter: A letter of introduction, which includes the name, address, telephone number, and emailaddress of the contact person(s) authorized to represent your firm. This letter should be signed by an officerof the firm authorized to bind the firm to all commitments made in the response.2. Qualifications and Experience: Provide descriptions of your firm's role, experience, and capability inproviding specific Architectural Design and Rehabilitation Entitlement Set of Plans that hasutilized the Rental Assistance Demonstration (RAD) program and services to other HUD-funded clients in the past two years. Briefly describe your firm's general business capabilities andyour ability to meet the required timelines. The consultant should also be able to demonstratethey have previous experience working in Ventura.3. References: Provide a list of three clients, including the organization’s name, contact person,5
