ADVERTISEMENT FOR PROPOSALS

The Town of Cutler Bay is requesting qualifications from qualified firms to provide “PROFESSIONAL

ENGINEERING SERVICES” for the Town of Cutler Bay. Interested firms should visit the Town’s website at

www.cutlerbay-fl.gov or DemandStar to obtain the Request for Qualification package. Packages may also be picked

up during normal business hours at the Office of the Town Clerk, Mauricio Melinu, CMC, located at:

Proposals must be submitted no later than Friday, April 17, 2026 at 11:00AM by one of the following methods (not both):

Electronic Submission Electronic responses can be submitted via DemandStar at

In-Person

Proposals must include one (1) original and three (3) bound paper copies of the submittal,

and one (1) USB flash drive completely duplicating the original proposal of the submittal.

Responses to the proposal must be received by Mauricio Melinu, CMC, Town Clerk at

Town Hall, 10720 Caribbean Blvd, Ste 105, Cutler Bay, FL. 33189. All submittals must

be sealed and clearly marked on the outside “RFP No. 26-03 Professional Engineering

Services”

A MANDATORY (virtual and in-person) Pre-RFQ meeting will be held on Tuesday, March 24, 2026, at 9:00 AM

in the Town Hall Council Chambers, 10720 Caribbean Blvd., Suite 115, Cutler Bay, FL. 33189. If attending

virtually, the meeting will be available using Zoom communications media technology platform. Registration

Proposals will be publicly opened and read on Friday, April 17, 2026, at 11:00 AM in the Town Hall Council

Chambers, 10720 Caribbean Blvd, Ste. 115, Cutler Bay, Florida 33189. If attending virtually, the meeting will be

Late Submittals and facsimile submissions will not be considered. The proposer shall bear all costs associated

with the preparation and submission of the proposal.

Women/Minority Owned and Emerging Small Businesses are invited to submit proposals for these services.

Pursuant to Town Code Chapter 24, Article II, Section 24-228 of the Town Charter, public notice is hereby given

that a “Cone of Silence" is imposed concerning the Town’s competitive purchasing process, which generally

prohibits communications concerning the RFQ from the time of advertisement of the RFQ until such time as the

Town Manager makes a written recommendation to the Town Council concerning the competitive purchase

transaction. Please see the detailed specifications for the public solicitation for services for a statement fully

disclosing the requirements of the “Cone of Silence”.

Pursuant to Section 4-19 of the Town Code; Section 7.6 of the Town Charter, vendors of the Town are required to

disclose any campaign contributions to the Town Clerk, and each vendor must do so prior to and as a condition of

the award of any Town contract to the vendor. Please see the detailed specifications of this solicitation for further

details.

The Town of Cutler Bay reserves the right to accept or reject any and/or all proposals or parts of proposals, to

workshop or negotiate any and all proposals, to waive irregularities, and to request re-proposals on the required

materials or services.

SECTION 1

INTRODUCTION

PROFESSIONAL ENGINEERING SERVICES

RFQ No. 23-03

INTRODUCTION

The Town of Cutler Bay (the “Town”), a municipality located in Miami-Dade County, Florida,

pursuant to the “Consultants’ Competitive Negotiation Act” (CCNA), Section 287.055, Florida

Statutes, which governs the acquisition of professional engineering, landscape, architectural, and

surveying and mapping services, and as may be amended, hereby requests qualifications for the

selection of four (4) firms (the “Consultants”) to provide professional services (the “Services”) to

the Town for the following three (3) service categories:

• General Civil Engineering

• Transportation Planning and Engineering

• Landscape Architecture

• Environmental Engineering and Resiliency Studies

Florida law requires the Town to make a determination of a respondent’s qualifications to perform

professional engineering and other professional services prior to engagement. The information used

in this RFQ will be used by the Town to make this determination. The Town intends to execute an

agreement with selected Consultants for providing on-call services. The Consultants will provide these

Services on a non-exclusive basis. The Town does not guarantee that any or all of the services

identified in this Request for Qualifications (RFQ) will be assigned to the Consultants during the term

of their Agreement.

1.3 DEFINITION OF TERMS

Certain terms used in these documents are defined as follows:

Bid/Qualification

The Bid documents submitted by the Bidder

Bidder/Proposer

Any person, firm or corporation submitting a Qualification for Work covered

by these specifications or his duly authorized representative.

Contract

The Financial Advisory Services Agreement to be executed by the

Consultant and Town for the Work.

Consultant

The person, firm or corporation with who the town has executed a contract

for the Work.

Days

Shall refer to calendar days.

Responsible Bidder

In order to be considered a “responsible” bidder, the Bidder must possess

integrity as well as adequate equipment and personnel to perform the Work

within the limits that are established and adequate financial status to meet the

obligations to perform the Work. The firm must not have defaulted on a prior

contract or been disbarred by any agency.

Responsive Bidder

Any person, firm or corporation submitting a Bid for the Work whose Bid

form is complete and includes all required attachments and enclosures, free

from exclusions or special conditions and has no alternative Bids for any

items, unless alternatives are requested in the specifications.

Town

The Town Council of the Town of Cutler Bay or the Town Manager, if

applicable.

Work

The services required by the Contract Documents, including labor and

materials.

1.4 ELIGIBILITY

In addition to other requirements stated in this document, to be eligible to respond to this RFQ,

the Consultant must have successfully provided within the past ten (10) years services similar

to those in Section 2.2 of this RFQ. Each Consultant shall meet all legal, technical and

professional requirements for providing the requested Services.

The respondents shall furnish such additional information as the Town may reasonably require.

This includes information that indicates financial resources as well as ability to provide and

maintain the system and/or services herein. The Town reserves the right to conduct

investigations of the respondents' qualifications or any of its agents, as it deems appropriate.
