Proposals shouldbe submitted to the Borough Clerk, in the Municipal Center located at 360 Elkwood Avenue, New Providence, NewJersey 07974 and via email (clerk@newprov.us) by 10:00 AM on Tuesday, April 21, 2026.Term of Contract: May 1, 2026 – April 30, 2027Proposals must be submitted in a sealed envelope clearly marked:“RFP – On-Call Plumbing Services”The Borough reserves the right to reject any or all proposals and to waive any informalities in accordance with theNew Jersey Local Public Contracts Law.PURPOSE OF REQUESTThe Borough seeks proposals from qualified plumbing contractors to provide comprehensive on-call plumbingservices. The selected contractor shall furnish all labor, supervision, tools, equipment, materials, transportation, andincidentals necessary to complete assigned work.Work shall be performed on an as-needed basis throughout the contract term. The Borough does not guarantee aminimum amount of work.The successful candidate will demonstrate qualifications, experience and abilities to perform the scope of workdetailed in this Request for Proposal.SCOPE OF SERVICESServices shall include, but are not limited to:1. Investigation and repair of plumbing issues, leaks, and system failures2. Installation, repair, and replacement of piping, valves, fixtures, and related components3. Maintenance and repair of water supply systems4. Drain cleaning and sewer line services5. Water heater and related system servicing6. Restroom and facility plumbing maintenance7. Emergency response services (24/7)18. Code compliance upgrades9. Seasonal maintenance and winterizationThe Contractor must be capable of servicing municipal buildings, parks, recreation facilities, DPW facilities, utilitysites, and related infrastructure.LICENSING AND QUALIFICATIONSThe Contractor must:• Hold a valid New Jersey Master Plumber License.• NJ Business Registration.• Maintain Public Works Contractor Registration (if applicable).• Have experience with municipal and commercial facilities.• Maintain all required insurance coverage.COMPLIANCE REQUIREMENTSAll work shall comply with:• New Jersey Uniform Construction Code (NJUCC)• Plumbing subcode regulations• All applicable federal, state, and local regulationsThe Contractor shall obtain all necessary permits and inspections unless otherwise directed by the Borough.RFP AWARDThe Borough may or may not award a contract as a result of this Request for Services. If awarded, the successfulvendor will be required to comply with N.J.S.A. 19:44A-20.1 et seq. (Pay-to-Play); N.J.S.A. 10:5-31 et seq. andN.J.A.C. 17:27 (Affirmative Action); 42 USC S12101 et seq. (Americans w/ Disabilities Act); N.J.S.A. 52:3244(Business Registration), and any subsequent amendments thereto, and the Borough’s insurance requirements on pagetwo (2) of this Request for Services.PROPOSAL REQUIREMENTS1. Proposal (Initial proposal should be submitted in the form of two (2) hard copies) and emailed to the boroughclerk at clerk@newprov.us.a. Statement of Interest.b. Company information, including general information, size, number of employees, and years inbusiness, full name of individual of entity or person submitting the proposal and the name of the keycontact person.c. At least three (3) references, including contact names and information.d. Specific experience of individuals relative to this project.e. A copy of your New Jersey Business Registration Certificate.f. A completed Business Entity Disclosure Form, Political Contribution Disclosure Form & aStockholder Disclosure Certification.g. A copy of Proposed Form of Contract.h. Completed Disclosure of Prohibited Investment Activities in Russia-Belarus & Iran Form2i. Proof of Liability and Worker’s Compensation . The Borough reserves the right to reject any and all proposals and to waive minor irregularities in anyproposal.2. The Borough reserves the right to request clarification of information submitted and to request additionalinformation from any proposer.3. The Borough reserves the right to award any contract to the next most qualified vendor if the vendor does notexecute a contract within thirty (30) days after the award of the proposal.4. Any proposal may be withdrawn up until the submittal date and time.5. Any addenda issued by the Borough of New Providence prior to the scheduled time of opening the RFPsubmission shall be acknowledged in the proposal that the Addenda was received and shall be made part ofany contract.6. The Borough reserves the right to reject any proposed agreement or contract that does not conform to thespecifications contained in this RFP and which is not approved by the Municipal Attorney.7. The Borough shall not be responsible for any costs incurred by the vendor in preparing, submitting orpresenting its response to the RFP.CONTRACT TERMThis contract shall be for a period of one (1) year from the date of award. With optional renewal in accordancewith applicable New Jersey law.PAYMENT TERMSPayment by the Borough will be made a monthly basis after services have been performed and an itemized billingstatement has been received.
