Process **Process (Mandatory Vendor Instructions)** The Ohio Department of Behavioral Health (DBH) will award this project to the supplier who submits the lowest-cost, responsive, and responsible bid. The awarded supplier must include all applicable costs for delivery, setup, and warranty in their proposal. Substitutions are not allowed unless explicitly authorized in the solicitation documentation. All pricing must be clearly entered into the OhioBuys item grid. If a supplier submits a separate quote, the total amount must exactly match the figure listed in the item grid. Any discrepancies may result in disqualification. All vendor questions should be submitted exclusively through the Inquiry Field in OhioBuys. Questions sent via email or any other method cannot be accepted. In the event of a tie, the project will be awarded to the first valid bid submitted, based on the timestamp recorded in the OhioBuys system. DBH reserves the right to purchase up to the full quantities specified in the sourcing project.
