SummaryCOSCA is seeking proposals for the control of Russian thistle (Salsola species) at four (4) work sites. Opportunistic treatment of other invasive non-native species is not anticipated, other than as noted in Task 3. Project sites are distributed throughout COSCA's open space system (Figure 1) and described in detail in the project scope of work. The extent of the treatment area at each location is illustrated in Figures 2 – 5. Treatment is to occur in the order that tasks are listed in the scope of work. Water is not available at any of the treatment locations so the contractor should plan accordingly.
The selected entity for the project shall demonstrate prior experience with non-native plant management projects, shall be highly proficient in native and non-native plant identification, and shall possess a valid C-27 Landscape Contractor License from the state of California. Treatment methodology will entail spot application of herbicide. The contractor shall be licensed by the California Dept. of Pesticide Regulation (CDPR) as a Pest Control Operator, and the individual(s) applying the treatment shall possess a Qualified Applicator’s License or Certificate (QAL/C) from CDPR, or be under the direct supervision of a QAL/C. Tank mixes shall include a non-ionic surfactant (e.g., Agridex) and a photodegradable marking dye to facilitate visual confirmation of the extent of the application area by the applicator.
BackgroundThe Conejo Open Space Conservation Agency (COSCA) is a joint-powers agency formed in 1977 representing a partnership between the City of Thousand Oaks (City) and the Conejo Recreation and Parks District (CRPD) for the protection and stewardship of public open space land and trails. An integral part of COSCA’s mission is the stewardship and restoration of vital wildlife habitats and the preservation of biodiversity. Invasive plant species are a threat to ecological processes, native plant communities, and the persistence of native species. COSCA actively manages invasive species to promote the ecological functions of open space.
