ADVERTISEMENT

The City of Durham, North Carolina, Department of Water Management (DWM) is requesting Statements of

Qualifications (SOQs) from consulting firms to provide Professional Engineering Services for Sanitary Sewer

Outfall Upgrades.

The DWM anticipates utilizing the selected firm to initially provide project management services. Specific tasks

may include, but are not limited to:

• Completing all preliminary and final design engineering efforts for the project with design document

submittals at 30%, 60%, 90%, and 100%.

• Developing an initial opinion of cost with submittal at the 30% design stage, and an updated opinion of

cost at the 90% and 100% (issued for bid) design stages.

• Managing QA/QC of design-related activities.

• Completing all surveying and geotechnical engineering required for successful design, including SUE,

CCTV, and dye/smoke testing as needed.

• Identifying easement requirements; assist City in acquiring easements.

• North Carolina Department of Transportation (NCDOT) requirements and state/local/county

government requirements, as well as other permits and permissions for the pipeline infrastructure;

assist City in acquiring permits for the pipeline infrastructure.

• Leading design workshops as needed.

• Public outreach related to required project public notifications.

• Manage bid and award for construction: advertisement, bid and recommendation of award.

SOQs delivered no later than 2pm on December 3, 2025 via in person or mailed to 1600 Mist Lake Drive,

Durham, NC 27704 will be considered.

A non-mandatory pre-submittal conference for interested firms will be held via Teams at 10am on November 4,

2025.
