SCOPE OF WORKThis is a one year contract with several contractors to provide and deliver ready-mix concrete tothe City of Johnson City on an as-needed basis. Prices shall include all labor, materials andequipment to supply ready-mix concrete as specified. Usage is unknown and is dependent onprojects scheduled. Annual usage is expected to be approximately $ 500,000. All Citydepartments are included under this contract.2. OPERATING PROCEDURESNormal hours of operation are Monday through Friday 7:00 a.m. to 3:30 p.m. In most casesservices are requested 24 hours in advance.3. CONTRACT PERIODThis is a one year contract. Prices contained herein shall remain firm.4. LICENSES, FEES, PERMITSThe contractor is responsible for furnishing the proper licenses, fees, and permits, if any, requiredby law to do business in the City of Johnson City in completion of the requirements stated herein.All materials and services shall be supplied in accordance with the latest state and federal lawsrelative to providing ready-mix concrete.5. CONTRACT AWARDContracts will be awarded to those firms that submit responsive bids and agree to the termsand conditions herein described. Frequency of service shall be dependent solely on City workschedules. Vendors will be contacted on a project-by-project basis with selection based on thelowest available contractor.6. PAYMENTInvoices will be paid on a monthly basis and shall include the purchase order number, thedate and quantity for each product delivered. Accepted quantities shall be paid for at the unitprice per cubic yard, plus admixtures and supplemental transportation fees where applicable,which will be full compensation for all materials, admixtures, mixing, transporting,depositing and incidentals necessary for the satisfactory delivery of products specified.7. INSURANCEThe attached Insurance Checklist (which includes a section for the Insurance agent to fill- out)and General Insurance Appendix must be completed and returned with the bid package.Successful vendor shall provide certificate of insurance, as specified, prior to contract award.CITY OF JOHNSON CITYITB# 6906 SPECIFICATIONS FOR READY-MIX CONCRETE1 GENERALThis specification covers ready-mixed concrete manufactured and delivered to variousproject locations in and around the City of Johnson City.2 REFERENCED DOCUMENTSAll concrete furnished under this contract shall be manufactured, transported and tested inconformance with the latest version of ASTM C94 – Standard Specification for Ready-Mixed Concrete. Scale weights to be included on delivery tickets.3 PRODUCTS3.1 CementCement shall be standard Portland cement conforming to ASTM C150, Type I. For thepurpose of consistent appearance, only one brand of commercial Portland cement shall beused in the exposed concrete on a specific project.3.2 Concrete Aggregates3.2.a Fine aggregate shall be sand, either natural or manufactured, having clean, hard,durable, uncoated grains free from deleterious substances and shall conform toASTM C33.3.2.b Coarse aggregate shall be crushed stone having clean, hard, durable, uncoatedparticles conforming to ASTM C33.3.3 WaterWater used in mixing concrete shall be clean and free from deleterious amounts of acids,alkalis or organic materials.3.4 Admixtures3.4.a Water reducing admixture shall conform to ASTM C494, Type A3.4.b Water reducing, retarding admixture shall conform to ASTM C494, Type D3.4.c Water reducing, accelerator admixture shall conform to ASTM C494 Type C &F3.4.d Non-Corrosive, Non-Chloride Accelerator shall conform to ASTM C494, TypeC3.4.e Air entraining admixture shall conform to ASTM C2603.4.f Fly Ash shall conform to ASTM C618, Type F3.4.g High range water reducer (HRWR) shall conform to ASTM C494, Type F or G3.4.h Ground granulated blast furnace slag (GGBFS) shall conform to ASTM C9893.5 Synthetic Fiber ReinforcementSynthetic fibers shall conform to ASTM C1116. Fibers used in this application shall be100 percent virgin polypropylene fibers containing no reprocessed olefin materials andspecifically engineered and manufactured for use as concrete secondary reinforcement.Fibers shall be added to the mix at a rate recommended by the manufacturer for use inexposed concrete slabs.4-10-2026Page 1 of 34 CONCRETE COMPOSITION AND MIX DESIGNConcrete shall be proportioned by weight to achieve a 28-day compressive strength of atleast the amount shown in the table below when sampled and tested in accordance withASTM C31 and C 39. Each mix design shall be proportioned in accordance with ACI 211.1making maximum use of the coarse aggregate and incorporating Type “F” fly ash and/orGGBFS as a mix component. The proportioning shall be based on the requirements of awell-graded, high density, plastic and workable mix within the slump range and strengthsrequired. Concrete in this category will be placed with a smallmechanical extruder using an auger feed to a 7” x 9” curb mould.Curb and Gutter Mix concrete shall have aggregate size and proportioning designed to makethe mix suitable for slip-form placement. Concrete in this category will be placed with alarge self-propelled extruder having a 24” x 12” curb and gutter mould.Flowable Fill concrete shall be mixed in conformance to ACI 229R-94 - Controlled LowStrength Materials (CLSM). The mix design for flowable fill shall result in a finishedproduct excavatable by machine equipment.Concrete Form Oils shall be high quality non-residual, non-staining, VOC compliantlubricants specifically designed to prevent concrete build-up on wood and metal forms usedin concrete construction. Please specific brand and product.Concrete Sealer shall be a commercial grade, non-yellowing, concrete cure and seal thatmeets ASTM 1315 and 309 standards. The seal shall be clear, penetrating, high-qualityacrylic/methyl methacrylate resin used to properly cure and protect industrial, commercial,retail, and multi-family housing concrete surfaces.
