Summary

Greenwood County, South Carolina (“the County”) invites qualified consulting firms to submit proposals to facilitate the creation of a Countywide Strategic Plan. The Strategic Plan will serve as a roadmap to guide the County’s priorities, policy decisions, resource allocations, and performance measures for the next five to ten years.

The selected consultant will work closely with the Greenwood County Council, County Manager, department heads, steering committee members, community stakeholders, and the public to develop a vision, mission, values, strategic priorities, and measurable goals that reflect the aspirations and needs of our diverse community.

Background

Greenwood County is a medium-sized county in the Upstate region of South Carolina, with a population of approximately 70,000 residents. The County boasts a strong industrial base, a respected textile heritage, a growing healthcare sector, multiple festivals and Lake Greenwood as a major recreational and tourism draw. Due, in part, to its proximity to Greenville, SC, Greenwood County is poised to experience unprecedented growth over the next decade. Assuring that Greenwood County is prepared to harness this growth is a key priority of this strategic plan.

The County operates under a Council–Manager form of government and delivers a wide range of services including public safety, public works, planning, economic development, parks and recreation, and more.

The County seeks to develop a unified, forward-looking Strategic Plan that will:

  • Define clear vision and mission statements for Greenwood County.
  • Ensure alignment of County operations with a shared community vision.
  • Promote an effective and efficient alignment of resources and priorities.
  • Foster economic vitality and community well-being.
  • Identify key strengths, weaknesses, opportunities, and threats (SWOT analysis) that can be leveraged and improved to achieve strategic priorities.
  • Continue to promote accountability, transparency, and citizen engagement.

PROJECT OBJECTIVES

The primary objectives of the Strategic Plan are to:

  1. Create a shared long-term vision for Greenwood County.
  2. Establish clear strategic priorities and measurable goals.
  3. Identify key performance indicators to track progress.
  4. Ensure alignment of County resources, policies, and programs with community needs.
  5. Strengthen interdepartmental collaboration and organizational efficiency.
  6. Promote community engagement and build upon established public trust.
