Overview
SummaryThe County of Orange (County) Health Care Agency was awarded Community Care Expansion (CCE) Preservation Program funding from the California Department of Social Services to support Adult Residential Facilities (ARF), Residential Care Facilities for the Elderly (RCFE), and Residential Care Facilities for the Chronically Ill (RCFCI). The County is soliciting applications from qualified licensed facilities seeking financial assistance in order to provide the CCE Preservation Program funds.
The primary goal of this program is to provide funding for the rehabilitation of eligible licensed adult and senior care facilities that serve Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI) applicants and recipients, including those who are experiencing or at risk of homelessness.
Eligible licensed facilities may apply for two forms of CCE Preservation Program financial assistance, with the option to submit a single application for Program I only, Program II only, or to submit for both Program I and Program II (each program requires an individual separate application).

- Program I - Operating Subsidy Payments: Facilities may receive up to $1,000 for each resident who receives either SSI/SSP CAPI. The purpose of this subsidy is to mitigate facility operating deficits and reduce the likelihood of closure. See Section VI (Links to Programs) for specific information. These payments are expected to be issued monthly through March 31, 2029, with the anticipation of funding approximately 25 facilities and benefiting approximately 200 individuals.
- Program II - Capital Projects: Funds may be used to cover the cost of physical repairs or required upgrades to prevent facility closure or meet licensing requirements. Projects will be prioritized by health, safety, regulatory compliance, or cosmetic improvements that could help prevent facility closure or a reduction in beds for eligible residents. See Section VI (Links to Programs) for specific information. These payments are expected to conclude by September 30, 2028, with the anticipation of funding approximately 25 facilities and benefiting approximately 200 individuals.
County may award a contract to one or more eligible licensed facilities for each Program and may award one or both Programs to one eligible licensed facility. Further, County award a contract to an eligible licensed facility for both or only one of the Programs in eligible licensed facility’s application.
Eligible licensed facilities must meet the minimum qualifications and requirements as set forth within the RFA, which includes the Implementation Plan and CCE Notice of Funding Availability. Further, County expects the successful eligible licensed facilities to provide the services in accordance with the terms and conditions set forth in Attachment B. Model Contract
