City HallCollege Park, Georgia 30337Email: Carlton.Hall@collegeparkga.gov Phone: (404)-767-1537ext. 1500RE: REQUEST FOR QUOTE NO. 26-52CHILLER REPLACEMENTOBJECTIVEPURPOSEThe purpose of this solicitation is to obtain qualified contractors to provide turnkey chiller installationservices, including equipment, labor, materials, and all related work necessary for complete installationand operational functionality.MINIMUM QUALIFICATIONS & GENERAL REQUIREMENTSRespondents must demonstrate experience with commercial HVAC and chiller installation projectsof similar size and scope and possess all required licenses and insurance coverage. The selectedcontractor shall provide all labor, materials, equipment, supervision, permits, and related servicesnecessary for a complete turnkey chiller installation in accordance with applicable codes,manufacturer specifications, safety standards, and City requirements.SCOPE of SERVICE1. General ScopeProvide all labor, materials, equipment, supervision, engineering coordination, andincidentals necessary to furnish and install a complete, operational chiller plant system.Work shall be executed as a fully coordinated turnkey installation, including demolition,replacement, integration, testing, and commissioning.All work shall comply with:• Manufacturer requirements (including Trane installation standards where applicable)• Applicable mechanical, electrical, and building codes• Industry best practices2. Demolition, Removal & DisposalRemove and properly dispose of existing chiller plant equipment, including:• Existing chillers (2)• Condenser water pumps and chilled water pumps• Associated starters, VFDs, actuators, and controls• Existing chiller plant control system• Existing air compressor (if present)• Chiller isolation and head pressure control devicesContractor shall:• Recover refrigerant per EPA regulations• Disconnect and safely remove mechanical and electrical systems• Provide rigging, cranes, and lifting operations• Dispose of all equipment and refrigerants legally and responsibly3. New Mechanical Equipment InstallationFurnish and install:• (2) new centrifugal chillers (Trane or approved equal)• Condenser water pumps (qty per design basis)• Chilled water pumps (qty per design basis)• Cooling tower fan motors and belts (as required)• Heat exchanger cleaning and recommissioning (existing plate frame HX)Include:• Setting, alignment, and securing of equipment on existing or new pads• Verification of service clearances• Equipment pad modifications as required• Minimum flow bypass provisions4. Piping, Valves & Hydronic SystemsProvide complete chilled water and condenser water system modifications including:• New and modified piping for chillers, pumps, cooling towers, and heat exchanger• Condenser head pressure control valves• Isolation valves for:o Chillerso Cooling towerso Heat exchangero Pumping systems• Minimum flow bypass piping• Pressure testing of all new and modified piping systems• System flushing and preparation for startup• Insulation replacement where removed or modified5. Electrical ScopeProvide complete electrical integration including:• New power feeds to all mechanical equipment• Disconnect/reconnect of existing electrical services as required• New or reused breakers as applicable• Installation of:o VFDs for chilled water pumpso VFDs for cooling tower fans (if applicable)• Control wiring between equipment and BAS• All conduit, wire, fusing, relays, and terminations required for a complete system6. Controls / Building Automation System (BAS)Provide a fully functional control system including integration of all chiller plantcomponents.System shall include a Trane Tracer-based BAS or approved equivalent:• Central system controller with web interface• Integration of:o Chillerso Pumpso Cooling towerso Heat exchanger• Control valves and end devices as required• Monitoring of temperatures, pressures, and equipment status• Alarms and safeties for system protection• Outside air temperature/humidity monitoring• Minimum flow bypass control logic7. Refrigerant Monitoring & Safety SystemsProvide a dual-zone refrigerant monitoring system including:• Sensors at each chiller• Audible/visual alarms inside mechanical room• Audible/visual alarms outside mechanical room• Integration with BAS or standalone alarm system• Testing and commissioning of all alarm functions8. Start-Up, Testing & CommissioningProvide complete system startup including:• Factory-authorized startup assistance (Trane or equivalent)• Functional performance testing• Pressure testing of piping systems• Verification of controls and interlocks• Load testing under normal operating conditions• Final system balancing and verification9. Documentation & CloseoutProvide:• Equipment submittals• O&M manuals• Startup reports• Warranty documentation• As-built documentation (if available)• Owner training session• Final site cleanup10. Environmental & Regulatory Compliance• EPA-compliant refrigerant handling and disposal• Proper disposal of removed mechanical/electrical equipment• Compliance with all federal, state, and local environmental requirements11. Safety RequirementsAll work shall comply with OSHA and site safety standards including:• PPE requirements (hard hats, gloves, safety glasses, etc.)• Lockout/Tagout procedures• Rigging and lifting safety protocols
