Description

Description: The U.S. Army Contracting Command, Rock Island, on behalf of the Office of Project Lead, Joint Services (PL JS), located at Picatinny Arsenal, NJ is currently seeking interested sources for the design, engineering, procurement, construction, and commissioning of a redundant 69-kV electrical power system for the Radford Army Ammunition Plant (RFAAP) in Radford, VA.



The scope of this project requires the design, construction (minimum 50-year operational expectancy), and right-of-way acquisitions for a new 69-kV interconnection point from an active American Electric Power (AEP) transmission circuit into RFAAP. From this new interconnection, a new 69-kV transmission line shall be constructed. This line shall terminate at a new 69-kV step-down substation to be constructed within the boundaries of RFAAP. The new RFAAP substation shall be designed to step down the 69-kV supply to 12.47 kV for plant-wide distribution and must fully integrate with the existing RFAAP 69-kV electrical loop and SCADA system. All work must be performed in compliance with applicable utility standards, federal and state regulations, environmental regulations, AT/OPSEC requirements, and site-specific requirements for RFAAP. Construction shall be completed within 36 months of contract award.



RFAAP is a Government-Owned, Contractor-Operated (GOCO) facility located in Montgomery and Pulaski Counties in southwest Virginia that develops and produces propellants for the Department of Defense (DoD) and commercial entities that contract directly with the US military and its allies. In support of this procurement, the Government is seeking industry input regarding the acquisition strategy.



Specifications: Technical Data Packages (TDPs), Statements of Work (SOWs), and Performance Work Statements (PWSs) for this potential requirement are not currently available and will not be provided prior to the closing date of the posting. TDPs, SOWs, PWSs, and any other required specifications may be provided at a later date.



Planned Acquisition: Notification is being provided to all interested sources that the Government may utilize the information submitted in response to this Sources Sought Notice to make a non-competitive, sole-source contract award. The Government intends for this sole source action to include a contract(s) for the design and construction of the new 69-kV interconnection point, transmission line, and new 69-kV step-down substation.



Government Objective: The objective of this effort is to establish a second, fully independent 69-kV electrical power source to support the mission-critical power requirements of RFAAP. The desired outcome is to enhance overall system resilience, guarantee continuity of operations, and provide critical operational flexibility by ensuring a highly reliable power supply to all production and tenant activities. This will be achieved by establishing a new interconnection point on the regional utility transmission grid, routing a new 69-kV transmission line across the New River into RFAAP, and constructing a new step-down substation within the installation boundary to safely integrate the new power source with the existing plant-wide 69-kV distribution loop and SCADA system.



Sources Sought Submission Information: The Government encourages all responsible interested sources to submit their capabilities/qualification data, which demonstrates experience with the turn-key design, environmental permitting, construction, and commissioning of high-voltage (69-kV) transmission lines and substations, specifically including the capability to establish a new interconnection point directly on an active, utility-owned regional transmission grid.



Responses shall be in PDF format and shall not exceed fifteen (15) pages, including the cover sheet and diagrams. The minimum acceptable font size is 12 Calibri. The cover sheet shall include the following company information:



a. Company name, address, and web URL (if applicable)



b. Point of contract, telephone number, and e-mail address.



c. Unique Entity Identifier (UEI), Commercial and Government Entity Code (CAGE), and business type/size based on NAICS 237130 (Power and Communication Line and Related Structures Construction) and 221122 (Electric Power Distribution).



Additionally, the Government encourages industry's feedback regarding technical approaches, scheduling, and risk mitigation strategies associated with this requirement:




  1. Provide high-level strategies for seamlessly integrating the newly constructed 69-kV infrastructure with the installation's existing electrical loop and SCADA network while ensuring minimal disruption to ongoing plant operations.

  2. Describe your firm's methodology for phasing the engineering, permitting, and construction efforts. How would you structure the project schedule to concurrently manage the transmission line routing and the substation construction to achieve the most efficient timeline?

  3. Outline your approach to coordinating with the regional utility provider. What processes does your firm utilize to ensure the new infrastructure meets all utility grid interconnection standards and that required outages or tie-in activities are executed safely and efficiently?

  4. Provide recommendations on the most efficient and reliable approach to design and implement an automated transfer and protective relaying scheme.

  5. Describe your approach for navigating the necessary environmental permitting, right-of-way (ROW) acquisitions, and civil engineering challenges (such as crossing the New River). What specific strategies does your firm employ to mitigate the risk of regulatory delays?

  6. Detail your firm's procurement strategy for sourcing critical, long-lead high-voltage equipment (e.g., main power transformers, 69-kV circuit breakers).



Interested contractors must be registered in the System of Award Management (SAM).
