May 12, 2026 Addendum #1.

The City of Gardner is seeking proposals from qualified vendors for a comprehensive Payroll, Timekeeping, and Human Capital Management system. The system should support payroll, time and attendance tracking, HR functions, benefits administration, and compliance reporting. The solution must be scalable to accommodate both full-time employees and seasonal staff while ensuring compliance with all applicable local, state, and federal regulations.Â

THIS ADDENDUM CLARIFIES THE FOLLOWING QUESTIONS:

Pricing

1. Do you need us to provide SI budgetary pricing as well as the technology pricing?

Yes. Vendors should include all costs necessary to fully implement and operate the

proposed solution. Please clearly break out technology (software/licensing) costs and

implementation services (SI) costs in the pricing submission.

General

2. Since we completed this RFP in October, what transpired since then? Did the City of

Gardner select another provider that did not pan out or was the project tabled?

The City previously issued an RFP for a comprehensive Payroll, Timekeeping, and

Human Capital Management system and selected a vendor. During implementation, the

services did not fully meet the City’s operational expectations. The City elected to reissue

the RFP at this time.
