INTRODUCTIONThe City of Delano (“City”) is seeking proposals from qualified vendors for the supply anddelivery of Crime Prevention Vehicles from February 26, 2026, through March 12, 2026. ThisRequest for Proposals (“RFP”) is open to all qualified vendors. The vehicles will be unmarkedand assigned to the Crime Prevention Team. These vehicles will be used for intelligence-basedcrime prevention, community engagement in plain clothes or non-uniformed capacity,attendance at community meetings, events and outreach.2. OBJECTIVEThe purpose of this RFP is to select and acquire two (2) vehicles that meet the specifications asprovided the same.3. SUBMISSION GUIDELINESAll vendors interested in providing the vehicles must complete a proposal. The deadline isThursday, March 12, 2026, at 5:00 P.M.No proposal shall be considered unless it is made in accordance with the provisions of the RFP.All proposals must be labeled “RFP for Crime Prevention Vehicles,” and the proposal terms mustbe firm for ninety (90) days from the date of the proposal opening in order to permit staffevaluation and City Council award. The City of Delano reserves the right to reject any or allproposals in whole or in part and may waive any irregularities or informalities in any proposal tothe extent permitted by law, and when the public interest will be served thereby.Any questions relating to this RFP must be received at least four City business days prior toclosing date, any questions received after this deadline will not be addressed.Submittals may be delivered in a sealed envelope labeled “RFP for Crime Prevention Vehicles”to the following address:City ClerkCity of Delano1015 11th AvenueDelano, CA 93215For additional information contact Commander Christopher Nino at Cnino@delanopd.org orCrime Analyst Jenny Recondo at Jrecondo@delanopd.org. Please note that City staff doesnot intend to meet with proposing companies to discuss this solicitation prior to the submissiondeadline.4. VEHICLE SPECIFICATIONSThe selected vendor will be responsible for providing two (2) vehicles that meet the followingcriteria:4.1 New Mid-Size SUV4.2 New Sedan or Crossover4.3 Unmarked and available for general use4.4 Available for California sale4.5 Exterior and interior colors: neutral (black, dark blue, tan, gray, or white).4.6 Automatic transmission4.7 Compatible with unleaded (87) fuel4.8 Cloth interior or leather interior4.9 Spare tire and tire changing kit equipped with all California compliant safety andmechanical features4.10 Advanced Safety Technologies: Features such as lane-departure warnings, blind spotmonitoring and rear-view camera.4.11 Storage: Ample storage compartments and trunk space for day-to-day use.4.12 Fuel Efficiency: Minimum EPA estimated fuel economy (miles per gallon) for both cityand highway driving. A minimum of 10 mpg combined.4.13 Performance Engine: Minimum horsepower and torque specifications for reliable drivingexperience.4.14 Emissions: Must comply with California emission standards4.15 Telematics System: Built-in compatible with tracking systems for vehicle location.4.16 In-Car Technology: Bluetooth connectivity, and at least one USB port4.17 Warranty Package: Minimum 3 year/36,000-mile warranty5. SUBMITTAL REQUIREMENTSThe following minimum information should be provided in each sealed proposal and will beutilized in evaluating each proposal submitted:5.1 Middle Range Model Proposal:a. This proposal should detail the cost and features above that of a base modellevel for each category of vehicle. i.e., Middle ranged trim5.2 Fully Loaded Model:a. This proposal should detail cost and features of the fully loaded model levelfor each category.5.3 Each proposal submitted must include:a. Detailed specifications of each vehicle make and modelb. Total cost, including deliveryc. Warranty informationd. Maintenance package detailse. Expected delivery date of vehiclesNO VERBAL, FACSIMILE OR TELEPHONIC BIDS OR ALTERATIONS WILL BECONSIDERED.The City of Delano reserves the right to reject any and all proposals, to waive any informalitiesin any proposal and select the one that best meets the City’s needs.6. EVALUATION CRITERIAA selection committee, appointed by the City Manager, will review the vendors’ qualifications.From this review, an evaluation and selection process will be completed using the followingcriteria as a benchmark for making a recommendation. The city council will award the contractto the vendor who provides a proposal that it determines provides the best value for the city.Consideration will be given to, but not necessarily restricted to, price, terms, delivery and priorperformance, availability of vehicles, and warranty period. The City of Delano is seeking topurchase vehicles currently available on the dealer's lot to meet our department's urgentoperational needs. Acquiring these vehicles promptly is critical to the mission of the DelanoPolice Department.FINAL AWARD SHALL BE CONTINGENT UPON SELECTED RESPONSIBLECOMPANY(IES) ACCEPTING ALL TERMS AND CONDITIONS LISTED WITHINTHIS RFP.7. INSPECTION AND ACCEPTANCEWhenever the vehicles awarded to a Vendor have been delivered to the City of Delano, theDelano Police Department shall make the final inspection and acceptance. Until acceptance iscomplete, insurance coverage of all vehicles shall remain the responsibility of the vendor. Ifupon initial inspection or during the warranty term, the vehicles are found to be defective in theirconstruction or deficient in any of the requirements of these specifications, the vendor shallremedy or remove and replace the vehicle equipment in an acceptable manner and nocompensation shall be allowed for such correction for either material, labor or transportation ofmaterial and/or repairmen.8. DELIVERYSuccessful vendor(s) shall have the vehicles delivered herein to the Central Garage at725 S. Lexington StreetDelano, CA 93215The City of Delano and Delano Police Department are seeking proposals on vehicles thatvendors have available in their current vehicle inventory.9. PAYMENTOne hundred percent (100%) of the contract price will be paid within thirty (30) days followingfinal acceptance by the City and receipt of a properly completed invoice.10. GROUNDS FOR DISQUALIFICATIONFactors, including but not limited to, any of the following may disqualify a proposal withoutfurther consideration:10.1 Evidence of collusion: Applicant represents and warrants that its proposal isgenuine and made in the interest of or on behalf of any person named therein; that theapplicant has not directly induced or solicited any other person to submit a scam proposalor any other person to refrain from submitting a proposal; and that the applicant has not
