PURPOSE OF THE REQUEST FOR PROPOSAL (RFP)On May 16, 2025, a devastating and deadly mile-wide EF-3 tornado produced extensive damage in the City ofSt. Louis, affecting over 10,000 homes and businesses across ten square miles, including several historic andlow-income neighborhoods. As many as 50,000 people have been impacted by this disaster.In late 2025, The City engaged a contractor to assess the tornado-impacted areas to develop a comprehensivetree inventory. The selected Contractor will provide data collection and assessments for all trees and stumpslocated in the public right-of-way (street trees) within the tornado response zones (Attachment C), based onthe City’s existing tree inventory. This survey of trees will establish a baseline of trees and stumps that must beremoved as part of the City’s tornado recovery.The City of St. Louis is soliciting proposals from qualified contractors to provide hazardous tree and stumpremoval services associated with disaster-related debris removal and recovery activities, including workresulting from the May 16, 2025, tornado event, as well as future disaster and non-disaster-related stumpremoval performed on an as-needed basis.Portions of the work may be eligible for reimbursement under the Federal Emergency Management Agency(FEMA) Public Assistance (PA) Program when specifically authorized by the City and tied to a declareddisaster. All FEMA-eligible work must comply with applicable federal, state, and local laws, regulations, andFEMA guidance. Non-disaster and non-FEMA work shall comply with applicable state and local requirementsbut will not be subject to FEMA PA reimbursement criteria. Invoices for non-disaster and non-FEMA work mustbe submitted separately from those for FEMA-eligible work, ensuring clear distinction between the two forbilling and documentation purposesThe selected contractor must be ready to commence work within 48 hours of receiving the notice of intent toaward. The contract awarded will operate on a work order basis. The Scope of Work outlined below providesthe baseline requirements that will apply to all work orders.2The intent of this RFP is to award a contract to Respondents who present a detailed proposal conforming tothis RFP that is advantageous to the City regarding cost and other factors considered. The City reserves theright to award the contract(s) resulting from this RFP to one or more respondents, as appropriate, to meet theneeds of the City.Hereinafter, organizations interested in submitting a proposal in response to this RFP shall be referred to as“Respondents.”Issuing an RFP does not obligate the City of St. Louis to award a contract to any Respondent, nor is the City ofSt. Louis liable for any costs incurred by the organizations in the preparation of proposals. Nothing in this RFPnor in any proposal in response to this RFP is intended to be, nor should anything be construed, as an offer ofengagement. Nor shall the selection of a Respondent be construed as an offer of engagement unless and untila contract is fully negotiated and fully executed by all parties. The City retains the right to award parts of thecontract to several Respondents, not to select any Respondents, and/or to re-solicit proposals.The City reserves the right to reject any and all proposals submitted and to waive any and/or all non-materialirregularities pertaining to the submission of the proposal. Additionally, any and all RFP projects elements,requirements and schedules are subject to change and modification. The City also reserves the right to modify,suspend, or terminate at its sole discretion any and all aspect(s) of the RFP process to obtain furtherinformation from any and all respondents, and to waive any defects as to form or content of the RFP or anyresponses by any organization/business. All submitted materials will become the property of the City, maybecome public documents at any time during the selection process, and will become public documents at theconclusion of the selection process. Any and all documents submitted by the Respondent may become publicif and when they are submitted to any advisory or legislative public body, or pursuant to the Missouri SunshineLaw. By submitting a response to this RFP, each Respondent acknowledges having read this RFP in itsentirety and agrees to all terms and conditions set out in this RFP.Respondents may submit amended proposals before the deadline for receipt. Such amended proposals mustbe complete replacements for a previous submission and must be clearly identified as such in the transmittalletter. Work may be performed in response to the May 16, 2025 St. Louistornado disaster and/or for future tree and stump removal needs related or unrelated to future disaster events,on an as-needed basis.Work locations may include public rights-of-way, parks, municipal facilities, and other City-owned or City-maintained properties and may also be directed by survey results from throughout the zones identified inAttachment C. The survey results are not a promise of work or specific scope.
