Cottage St.Bids will be accepted by the City of Kewanee prior to 11:00 a.m., March 3, 2026 for thedemolition of the buildings and related work located at the following address:314 S. Cottage St., Kewanee, IL, legally described as:LOT 65 HOWE, PRESTON & CO ADD CITY OF KEWANEE, situated in the County of Henry andState of Illinois.P.I.N.: 20-33-305-005A bid bond or certified check for an amount equal to 10% of the total value of the bid must accompanysaid bid. RFP bonds, in the form of a check, will be cashed/deposited and returned to non-winningbidders after the opening in the form of a check from the City of Kewanee. Winning Bidders bond willremain in the City of Kewanee account until completion of job.Please note Special Provisions:This demolition will be utilizing Illinois State grant money. The Contractor shall be required to pay alllaborers, workmen, and mechanics, performing work under the winning bidder’s contract with theCity, a rate of pay which is not less than the prevailing wage rate as found by the City of Kewanee orthe Department of Labor as determined by the Court of Review.It is understood and agreed that the award will be made to the lowest responsible bidder who submits theproposal that provides the City, in its opinion, the best value for the lump sum cost proposed.Bidders must comply with the City of Kewanee Code of Ordinances Sections §150.075 - 150.081,Demolition of Buildings, which is available at City Hall. This includes providing a copy of a Certificate ofInsurance in the amount of: $300,000 - property damage, and $500,000 - personal injury. as requiredby §150.076. This must be provided at the contract signing.Only clean debris permitted by the Illinois Environmental Protection Act section 3.160.b may be used asfill material. This means only uncontaminated broken concrete without protruding metal bars, bricks,rock, stone or soil generated from construction or demolition activities. The property MUST beinspected by the Director of Community Development after waste material has been removed andBEFORE filling of the basement or any other voids in the ground resulting from demolition. FAILURE tohave the property inspected after removal of waste material will result in the contractor to excavate theproperty at the contractor’s expense to allow for the inspection and approval of the City. The City mayrequire an inspection of the fill material prior to it being placed in the ground as the City’s discretion.Demolition debris shall be disposed of in accordance with all applicable ordinances, statutes andregulations both state and federal, including but not limited to the IEPA, and EPA regulations whichEverything You Need!Community Development Department401 E Third StKewanee, IL. 61443Phone 309-761-1013Fax 309-856-6001pertain to the manner of demolition and type of refuse as well as the type of structure beingdemolished. All waste material shall be disposed of off-site. Weigh tickets for dumping of the debris ata lawful site shall be provided. No demolition debris shall be deposited at the Kewanee Solid WasteTransfer Station.The contractor acknowledges that the work as contemplated by this Request For Proposal must becompleted no later than 28 days from the date of the contract being signed. EXCEPTION: Should aContractor win a bid on multiple properties with the same bid opening date, the Contractor shallreceive 15 additional days per winning property bid. Should the Contractor fail to perform all workby the expiration of this deadline, the Contractor acknowledges that they may be deemed an“irresponsible bidder” for the purpose of future bidding opportunities and potentially disqualifiedfrom bidding as such.Should the deadline be exceeded and after a ten day grace period, the contract price shall be reducedby 10% for every week past the grace period that the project is not complete.THE CONTRACTOR IS RESPONSIBLE FOR CALLING JULIE (ILLINOIS ONE-CALLSYSTEM) TO ACQUIRE A DIG NUMBER PRIOR TO COMENCING WORK.The work consists of:1. CONTRACTOR SHALL VERIFY THAT NO PERSONS ARE IN THE HOUSE PRIOR TO COMMENCINGDEMOLITION WORK. IF ANY PERSONS ARE PRESENT, CONTRACTOR SHALL CONTACT THE DIRECTOROF COMMUNITY DEVELOPMENT IMMEDIATELY.2. Demolish the existing house and garage.3. Remove all private sidewalks, patios and concrete slabs. NOTE: Driveway stays.4. *Remove and properly dispose of all rubbish, brush and debris located on the lot and in, andaround, the buildings.5. *Remove all trees and vegetation around perimeter of the foundation of house.6. *PLEASE NOTE: The City requests two bid amounts.• One that follows the normal guidelines being: Break apart all foundation parts for all buildings.Clean brick or concrete can be used to fill the basement of the house. All others must beremoved.• One that includes the COMPLETE REMOVAL of all foundation parts and filling with clean dirt fill.Fill dirt MUST be inspected prior to filling the void. Fill shall be bucket compacted.7. *Demolition debris shall be disposed of in accordance with all applicable ordinances, statutes andregulations both state and federal, including but not limited to the IEPA, and EPA regulationswhich pertain to the manner of demolition and type of refuse as well as the type of structure beingdemolished. FAILURE to have the property inspected after removal of wastematerial will result in the contractor to excavate the property at the contractor’s expense to allowfor the inspection and approval of the City.9. *Provide a uniformly sloped surface, matching existing ground contours, after removing thebuildings. Final layer of fill material to be clean topsoil free from clumps, stones, sticks, asphalt,bricks, or debris. Topsoil shall be applied in a layer a minimum of 12 inches thick. Said topsoilshall be capable of supporting turf grass growth.10. *Seeding to be completed by the Contractor.11. *Install mortar plug in the existing sanitary sewer service lateral at the property line. Theinspection of the plugged sewer must be inspected by the City of Kewanee Director of CommunityDevelopment or Public Works Coordinator.
