July 1, 20261PROGRAM OVERVIEWThe Child Abuse Prevention, Intervention and Treatment (CAPIT) program is a California initiativefunding services to prevent, intervene in, and treat child abuse and neglect. Programs often focuson high-risk families, including children under five, those exposed to family violence or substanceabuse, and children with mentally ill parents.SCOPE OF WORKA. Contractor shall provide the following in-home parenting education, coaching and support tofamilies with children who are at risk of or have been victims of abuse, neglect, exposure toviolence and/or other risk factors:1. Priority will be given to CWS referred families. First attempt at engaging the family willoccur within 5 days of referral receipt with at least weekly attempts to engage for fourweeks prior to closing the referral.2. Obtain signed commitment forms from parents for the completion of agreed uponeducation, coaching and/or support.3. Attend monthly collaborative meetings to discuss the progress of referred families withstaff from Child Welfare and other community providers supporting shared clients.4. Create an individualized plan of support with referred families, ensuring that the planmeets the unique needs of the family and clearly identifies the concerns for abuse and/orneglect that must be mitigated, and is comprised of services specific to mitigating thoseissues. Plans may include, but are not limited to the following:a. Teaching ages and stages of development and child development milestonesb. Providing healthy discipline strategiesc. Offering emotional regulation and communication coachingd. Teaching a structured, timed, evidenced based parent education program such as;Nurturing Parenting, ABC of Parenting, Positive Indian Parenting, etc.5. Measure progress in parenting skills using pre and post-evaluation tools such as the Adult-Adolescent Parenting Inventory (AAPI) or the Nurturing Skills Competency Scale (NSCS).Pre and Post assessments will be provided to CWS.6. In addition to the pre and post-evaluation tools, contractor shall routinely assess theeffectiveness of services provided based on observed improvements, or lack thereof, inchild and parent interactions, child behaviors, and emotional regulation of familymembers.7. Provide monthly written progress reports on all participants referred by CWS detailing theclient’s qualitative and quantitative participation and examples of their behavioral changesthat have, or have not mitigated the concerns identified by CWS in the initial referral tocontractor.8. Contractor must comply with PC Section 11165.7 Child Abuse and Neglect Reporting Actmandated reporting lawExpectations for Contractor Staff Training:Contractor staff providing CAPIT-funded parenting education, coaching, and support services shallbe trained and able to provide services in a manner that aligns with the principles, philosophy,and practice expectations of Child Welfare Services. Services shall be trauma-informed, strengths-based, family-centered, culturally responsive, prevention-focused, and safety-focused.2REPORTING REQUIREMENTSContractor will report four times during the period, on a quarterly basis, within 30 days ofcompletion of the quarter. The final report for the year will include results for the full programyear. A template for reporting will be provided. Progress reports will include a narrative reportincluding the number of in-home sessions provided, unduplicated numbers (separate parents andchildren) instructed to date, and number of participants who have completed a series of classesto date. In a final report, Contractor will provide an assessment of the instruction provided,number of in-home sessions, total number of participants, and percent completion rates againsttargets.MISCELLANEOUS REQUIREMENTSRegistration and InquiriesProposers must register with LCDSS by June 1, 2026, to receive any amendments or othercommunications regarding this RFP. Proposals should betyped with a 12-point font size, and non-reduced, and the narrative may not exceed fifteen (15)pages (excluding forms and attachments) with the complete proposal not exceeding thirty (30)pages.3Required Elements:1. Provide a cover letter indicating the underlying philosophy and relevant experience of thefirm/agency proposing to provide the service.2. Provide a Table of Contents which identifies all major sections of the proposal by pagenumber. All forms and attachments must also be referenced by page number.3. Proposals must include descriptions of the services to be provided along with the identifiedpopulation and service location(s).4. Proposals must include an estimate of how many families and youth can be served by theagency, or an estimated capacity limit.5. Proposals must define how specific services will support permanency, safety, and well-being of children and families.6. Proposals must address any barriers to service accessibility and a plan to remove thosebarriers.7. Bidder must demonstrate a capacity for collaboration and interagency coordination.8. Bidder must describe how they will develop and/or maintain the necessary communitysupports.9. Bidder must outline outcome improvement goals for the program.10. Describe administrative and fiscal management of the program, personnel policies,expected use of subcontractors, etc.11. Submit required budget indicating administrative and overhead costs, operating costs,equipment costs, start-up costs, and any other costs associated with service delivery. Allprices submitted are non-binding at this stage of the procurement process and are subjectto negotiation.It is the responsibility of the applicant to be familiar with the specifications, terms, and conditionsof the RFP. By submitting a proposal, each applicant certifies that all the statements in theproposal are true.No AssignmentAssignment by the successful Contractor to any third party of any contract based on the Proposalor any monies due shall be absolutely prohibited and will not be recognized by County unlessapproved in advance by County in writing.Interpretations and AddendaEach proposer must email his/her proposal as indicated below. All proposals submitted become the property of LCDSS.RFP Selection MethodThe principles of competitive negotiation will be followed by LCDSS during the selection process,i.e., the terms, service delivery method and standards of performance are negotiable. Negotiatedcontracts will be awarded to proposer(s), if any, who best meet the needs of LCDSS.An evaluation committee may be established by the LCDSS Director to evaluate and rate theproposals. The selection committee will screen the proposals, interview the top proposers, andsubmit a recommendation. Criteria for evaluation proposals will include, but not be limited to, thefollowing: Costs of services and cost-effective methodology in performing assignment. Reputation and experience in the type of work required. Capability or potential to accomplish work responsibility in the required time. Performance on prior contracts. The extent to which proposal addresses the scope of work outlined in the RFP.Rejection of ProposalsIssuance of this RFP in no way constitutes a commitment by LCDSS to award a contract. LCDSSreserves the right to reject any or all proposals received in response to this RFP, or to cancel thisRFP.Sample ContractA sample contract has been attached to provide an overview of LCDSS’ standard contractingrequirements. It is assumed that all proposers will be able to comply with all contractrequirements.5
