Bids will be accepted until 10:00 a.m. MST on April 14, 2026, for furnishing all necessary labor, equipment, materials, and performing all work for the Project. Any bid received after the time specified will be returned unopened. It is the bidder’s responsibility to ensure proposals are received on or before the deadline. The sealed envelope must be clearly marked with the bidder’s name, project name, project number, and contract number. Respondents are to hand-deliver their proposals or follow up to confirm receipt.

Bid Documents:  Those interested in having individual sets of the Contract Documents may obtain copies from the Town Clerk upon payment of $50.00 per set, which cost is non‑refundable regardless of whether the Contract Documents are returned. This cost does not include shipping. If the bidder requests delivery, the bidder’s shipping account information must be included. Contract Documents will be shipped only if the bidder assumes all shipping charges. The Town of Youngtown is not responsible for damaged or missing shipped documents.

Copies of the Contract Documents, including plans and specifications, are available for viewing at the Town Clerk’s Office, 12030 N Clubhouse Square, Youngtown, AZ 85363.

Pre-Bid Conference: A pre-bid meeting may be scheduled with Town Manager Brian Stutsman at the Town Clerk’s Office or via email at nsmart@youngtownaz.org .

Project Description:  Construction work, in general, consists of building a 3,900 linear foot, and five (5) foot high wrought iron fence and other incidental work. The Town of Youngtown is exempt from taxation under the Sales Tax and Use Tax Laws, and proposals should not include such taxes.

Bid Security:  Each bid shall be submitted in accordance with the Contract Documents. Any bid not conforming in all material respects will be considered non‑responsive. Each bid shall be submitted on the form(s) included in the Contract Documents and shall include a certified or cashier’s check or bid bond for ten percent (10%) of the bid amount, payable to the Town of Youngtown, as a guarantee that the successful bidder will enter into a contract to perform the work. Bid bonds shall be executed pursuant to Section 1.4.1 of the Contract Documents and solely by a surety company authorized to transact surety business in Arizona.

Bid securities will be returned to bidders whose bids are not accepted, except for the three lowest bidders. The bid security for the three lowest bidders will be returned upon execution of the Contract Documents. The difference between the bid amount and any larger amount for which Youngtown may in good faith contract with another party (not exceeding the bond penalty) shall be forfeited as liquidated damages if the successful bidder refuses to enter into the contract after request.

Bid Opening:  Bids will be opened in the Town Hall Conference at the Town Clerk’s Office, 12030 N Clubhouse Square, Youngtown, AZ 85363. Proposed bid prices will be publicly read aloud immediately after the deadline. Youngtown reserves the right to postpone the opening at any time prior to the scheduled opening.

A Non‑Collusion Affidavit must be submitted with the bid.

Right to Reject Bids:  The Town of Youngtown reserves the right to reject any or all bids, waive informality, or withhold an award for any reason deemed in the Town’s best interest.
