Summary

The Economic Development Authority of the City of Newport News (the “City” or "EDA") is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Friday, April 17, 2026 at 5:00 pm (local prevailing time).

The purpose of this Request for Proposals (RFP) is to solicit redevelopment proposals from qualified developers for the adaptive reuse of the former Greek Orthodox Church, owned by the Economic Development Authority of the City of Newport News, Virginia (EDA) and located at 2591 West Avenue, Newport News, Virginia 23607 (Parcel ID # 315010102).



Background

The former Saints Constantine and Helen Greek Orthodox Church, located 2591 West Avenue, near the Victory Arch in the Yard District, represents a significant redevelopment opportunity within downtown Newport News. The Byzantine-style structure, constructed in 1949 and used by the congregation until 1982, was condemned in 1989 and has remained vacant for more than 30 years.

Positioned in the C3-Regional Business District, the site sits in the heart of the City’s urban core and overlooks the James River. The property is directly adjacent to the emerging James River Strand, a nearly complete waterfront park project that will open public access to the James River and connect Victory Landing Park to Christopher Newport Park. Improvements include restoration of the river views and the construction of a smaller open-air amphitheater, enhancing the area’s recreational and cultural appeal.

Over the past several years, this part of the City’s downtown has undergone substantial new investments, resulting in the addition of a distillery, a brewery, restaurants, residential lofts, and new public art all within walking distance of the site. These amenities support a vibrant mixed-used district and further strengthen the redevelopment potential of the property.

With support from the Commonwealth’s Industrial Revitalization Fund, the City has completed extensive due diligence to prepare the property for redevelopment. This includes building surveys, condition assessments, environmental reviews, code analysis, market and feasibility studies, and preliminary community engagement. These efforts have informed a series of conceptual reuse options to include a restaurant with elevated interior and waterfront dining, an event or entertainment venue, and a combined restaurant and event space.

The property also falls within a designated Historic District recognized by the Virginia Department of Historic Resources and the National Park Service, making it eligible for historic rehabilitation tax credits. This designation increases redevelopment feasibility and supports the long-term preservation of this architecturally and culturally significant structure.

The EDA and City are committed to transforming the long-vacant former Greek Orthodox Church into a revitalized, impactful community asset. By rehabilitating this historic building and aligning its reuse with the momentum of Downtown’s resurgence, the City and EDA aim to create a landmark destination that strengthens the waterfront, supports local businesses, and contributes meaningfully to the continued revitalization of Downtown.
