Box 1030101 North 4th StreetDouglas, WY 82633RFP: Douglas WTP Pre-Treatment Piloting UnitPage 2 of 9Section OneMIntroduction and SummaryThe City of Douglas (City) is soliciting proposals for the provision of aMF/UF membrane piloting unit for the City. This unit will be used toassess pilot scale capabilities for implementation within the existingDouglas Water Treatment Plant. The pilot is intended to be operated byCity and supported by HDR Engineering, Inc (HDR) staff. This piloting unitmust have the following processes (AT A MINIMUM) to be considered forselection:1. Membrane pilot unit must include full size pressured ceramicfiltration modules.a. Pilot skid must include space for a minimum of 1 (one)module, but alternatives to include multiple modules (2or 3) will be evaluated.2. Ability to be operated by the City through a connection to theselected pre-treatment pilot unit. Ability to divert filtrationeffluent and residuals (Backwash, Enhanced Backwash, and CIP)to independent discharge locations.3. Ability to collect continuous operational data locally andremotely.It is anticipated that work associated with the selected and provided pilotunit for this RFP will begin in late May of 2026. This work is expected tocontinue through August of 2026, with potential to extend throughSeptember of 2026 at the City’s discretion. Written proposals with afixed fee amount must be received by Devon Litzsinger, City Clerk, City ofDouglas, P.O. Box 1030, 101 North 4th Street, Douglas, WY 82633, no laterthan April 15th, 2026 at 11:00 AM MST.It is expected that delivery of the equipment should begin within 45 daysof selecting an applicant.Section TwoCity of DouglasRecognized as the Jackalope Capital of the world, the City of Douglas,population 6,400±, is a growing Wyoming community located in eastcentral Wyoming in Converse County along the Interstate 25 corridorapproximately 50 miles East of Casper, WY. Thatpioneering spirit essential to survival in the old west still exists today.Douglas has been called one of the best 100 Small Towns in America andwas recently selected as the best small town in the western United Statesto practice medicine. Douglas has a diverse economy and high quality oflife grounded in traditional family values.With breathtaking views, Douglas sits at 5,000 feet at the foot of thebeautiful Laramie Mountain range, and beside the North Platt River andis only a short distance from the Medicine Bow National Forest andGlendo Reservoir. This beautiful location offers many outdoorrecreational opportunities such as hunting, fishing, boating, and hiking.In addition to being the official home of the Jackalope and a Tree CityUSA, Douglas is also the home of the Wyoming State Fairgrounds andPioneer Museum, Wyoming Law Enforcement Academy, DouglasRailroad Interpretive Center, Douglas Community Golf Course and theDouglas Motorsports Park.Douglas has a strong economic base primarily influenced by theavailability of rail access, nearby coal resources and related miningoperations, as well as exploration and production activities associatedwith oil, gas, and uranium reserves in Converse County.Section ThreeProject BackgroundThe City of Douglas retained HDR Engineering, Inc to analyze issues withthe current water treatment process for the City (slow sand filtration).The HDR team also completed an alternatives analysis of the DouglasWater Treatment Plant (WTP) that classified influent water quality andidentified production issues associated with the use of slow sandfiltration. Multiple alternative treatment processes were evaluated withconventional pre-treatment with low pressure membrane filtration(MF/UF) being selected as the prefered alternative for pilot testing. Dueto the requirements set forth by the EPA and WYDEQ, piloting of atreatment unit is required for certification prior to any functionalupgrade. See Exhibit A for Site Layout and Exhibit B for preliminary PFD.Section FourScope of ServicesRFP: Douglas WTP Pre-Treatment Piloting UnitPage 4 of 9The selected vendor should be able to complete all listed services below:1. Provide delivery of the equipment to site for pilot testing. Citywill provide equipment to unload and place in testing location.2. Provide delivery no later than May 31st , 2026. If unable to meetthis delivery date, proposer should indicate date at whichdelivery is available for the City’s consideration.3. Provide onsite start-up and training services to City and HDREngineering staff.4. Provide technical support for pilot skid operations. Technicalsupport to include remote and onsite support as needed tosupport continuous pilot operations.5. Provide operational direction and recommendations for theduration of the piloting period.6. Provide estimates of required source water, chemical’s required(type and usage amount)for the piloting duration. This includesvolumetric flow rates, type and quantity of chemical, as well asany additional operating parameters that may be needed forsuccessful operation.7. Provide a finalized report detailing piloting operations during thetesting period.Section FiveProposal Submittal RequirementsProposals must include the following information:1. Introductory Requirementsa. Transmittal LetterProposals must have a transmittal letter signed by an authorized representative of theapplicant’s company confirming the applicant’s availability to accomplish this project anda commitment to complete the project within the timing parameters of this RFP. If unableto meet the requested delivery date, proposer should indicate date at which delivery isavailable for the City’s consideration.b. Project UnderstandingA statement describing the applicant’s understanding of the project and any specialconsiderations/opportunities that may be afforded to the project.2. General Informationa.
