The City of Stillwater seeks qualifications from experienced consultants to review and analyze the current rates and fee structure for Stillwater Regional Airport (SWO). The selected consultant will recommend changes to ensure fees are equitable, competitive, and in compliance with Federal Aviation Administration (FAA) guidelines and Grant Assurances while supporting the airport's financial sustainability.
The City of Stillwater reserves the right to reject any or all submissions and to waive irregularities therein. It shall be clearly understood that any costs incurred by responding to this request for qualifications are at the Respondent's own risk and expense. The City of Stillwater shall not be liable for reimbursement to the Respondent for any expense so incurred, regardless of whether the proposal is accepted.
Questions about the RFQ should be submitted in writing through the Ionwave portal and will be answered on the portal. No oral statements by any person shall modify or otherwise affect the provisions of this Request for Qualifications and/or any contract resulting therefrom. All modifications, addenda or amendments must be made in writing by the City of Stillwater.
Background
SWO is located in north central Oklahoma and operates as a commercial service airport providing daily service to and from Dallas-Ft. Worth, while also serving a large General Aviation and Corporate Aviation user base. The Airport is approximately 60 miles north of Oklahoma City and 60 miles west of Tulsa.
SWO encompasses approximately 1,485 acres and consists of two runways, numerous taxiways, a passenger terminal building, a commercial apron, a general aviation (GA) apron, and various hangars and buildings.
- Oklahoma State University (OSU) is the largest user of SWO, operating a flight training program at the OSU Flight Center.
- Commercial service to and from Dallas-Ft. Worth is currently serving over 30,000 passengers per year.
- SWO has an Air Education Training Command Agreement with the U.S. Air Force that permits military training operations. Aircraft from both Vance and Tinker Air Force Bases use the airport.
A new 31,000 square foot commercial service terminal building with two gates is currently under construction with terminal opened scheduled for August 2026.

Evaluation Criteria
Qualifications will be evaluated based on the criteria listed under the attributes tab. An evaluation matrix is included under the attachments tab that shows the point value for each of the evaluation criteria.
The top ranked consultant(s) may be invited for an oral interview. If interviews are conducted, they will be a part of the overall evaluation and selection. A cost proposal will be requested from the selected consultant. Evaluators will make a recommendation to the City Manager and/or City Council as appropriate under City procurement policy. The City Manager/City Council will make the final selection. The City Manager and/or City Council reserves the right to reject all proposals, or parts of proposals as may be in the best interests of the City.
