Page 23All additional supplemental information requested in the RFP and/or Bid FormRFP NUMBER 2603-SWPOND AVENUE STORMWATER PONDREJUVENATION PROJECTBID DUE DATE: DECEMBER 4, 2025 AT 2:30 PMNOTICE IS HEREBY GIVEN that sealed quotes will be received by the City of Dade City (City)until 2:30 PM, Local Time, December 4, 2025 to provide Pond Avenue Stormwater PondRejuvenation Project.Brief Description: The City of Dade City is seeking quotes for the rejuvenation andconsolidation of two existing stormwater ponds located on Pond Avenue.SCOPE OF WORKThe project involves the rejuvenation and consolidation of two existing stormwater ponds,including excavation, cleaning, regrading, landscaping, and fencing work to improve stormwatermanagement, site safety, and aesthetics. The work shall include the following tasks:1. Removal of Existing Bermo Remove the existing berm-style wall separating the two stormwater ponds to allowconsolidation into a single, larger pond.2. Pond Excavation and Cleaningo Excavate and clean the sides and base of the combined pond to a depth of 12–24 inches,removing accumulated sediment, debris, and vegetation as needed.o Ensure proper grading and shaping to support stormwater flow and pond functionality.3. Construction of New Berm Wallo Construct a new berm wall around the north end of the consolidated pond.o Berm height shall raise the pond edge above the street elevation to ensure properstormwater containment and flow management.o Use appropriate materials and compaction methods in accordance with City andapplicable standards.4. Sod Replacement and Native Plantingo Install new sod on disturbed areas surrounding the pond to restore turf coverage.o Plant native vegetation, including cypress and similar species, along pond edges andberm areas to enhance aesthetics, stabilize soil, and support environmental resilience.5. Fence Removal and Temporary Fencingo Remove any existing fencing within the project area.o Install temporary fencing as needed to secure the site and protect the public duringconstruction activities.6. Site Cleanup and Restorationo Remove all construction debris and restore adjacent areas disturbed during the work.o Ensure site is safe, stable, and free of hazards upon completion.7. Compliance and Safetyo All work shall comply with applicable City, county, and state stormwater regulations,environmental requirements, and safety standards.o Any and all state and county safety guidelines must be followed during excavation,construction, and landscaping activities.8. Install new fencing.New black all weather fencing shall be installed to include pedestrian gates near lift and pumpstation as well as a commercial vehicle entrance gate.PART I GENERAL INFORMATION1.1. PURPOSEThe City of Dade City is seeking qualified firms and to establish a firm fixed price to ensure thatthe City is always receiving the most economical service costs while maximizing the quality andlevel of service. A contract/agreement resulting from this RFP shall be subject to the termsand conditions set forth in a City Contract and any terms and conditions included in this RFP.The City reserves the right to include in any contract document such terms and conditions, asit deems necessary for the proper protection of the rights of the City. The City will not beobligated to sign any contracts, agreements or other documents provided by the Contractor(s)with their submittal.1.2. OBJECTIVEThe primary objective of the Request for Proposals (RFP) is the selection and ranking of themost qualified and experienced proposer in providing services.1.3. ISSUING OFFICEThe contracting agency shall be the City of Dade City, located at 38020 Meridian Avenue, DadeCity, FL 33525.1.4. REJECTIONThe City reserves the right to accept or reject any or all proposals or to waive any informality,existing in any proposal, or to accept the proposal which best serves the interest and intent ofthis project from the most responsive and responsible proposer.A. The City may reject bids if:• The Proposer mistakes or conceals any material face in the bid, or if,• The bid does not strictly conform to the law or requirements of the bid; or if,• The bid is conditional, except that the Proposer may qualify his/her bid foracceptance by the City on an “all or none” basis, or a “low term” basis. An “all ornone” basis must include all items upon which bids are invited.B. The City may, however, reject all bids whenever it is deemed in the best interest of theCity to do so, and may reject any part of a bid.C. The City reserves the right to waive any minor irregularity, technicality, or omission ifthe City determines that doing so will serve the City’s best interests. The city may rejectany response not submitted in the manner specified by the solicitation documents.D. The City reserves the right to award a contract to the next most qualified proposer ifa successful proposer does not execute a contract within thirty (30) days afterapproval of the selection by the City.E. The City reserves the right to cancel a solicitation at any time prior to approval ofthe award by the City.F. Proposals will not be considered from vendors who are currently involved in officialreorganization or bankruptcy proceedings.1.5. Local, State and Federal Compliance RequirementsProposers shall comply with local, state, and federal directives, orders and laws asapplicable to this RFP and subsequent contract(s) including but not limited to:A. Equal Employment Opportunity (EEO), in compliance with Executive Order 11246, asapplicable to this RFP and subsequent contract(s).B. Minority Business Enterprise (MBE), as applicable to this RFP and subsequentcontract(s).C. Occupational Safety and Health Act (OSHA), as applicable to this RFP andsubsequent contract(s).D. Pursuant to Section 787.06(13), Florida Statutes, whenever a contract isexecuted between a non-governmental entity and a governmental entity,the nongovernmental entity must provide an affidavit signed by an officeror a representative under penalty of perjury attesting that the non-governmental entity does not use coercion of labor services as defined inSection 787.06, Florida Statutes. A copy of the Affidavit is attached heretoand should be executed and included in the RFP response as set forth inSection 2.7 herein.E. Other mandatory terms required by federal and state laws and regulationsmay be included in the final contract even if not referenced herein.F. Possession of the correct occupational license, professional license, andany other authorizations necessary to carry out and perform the workrequired by the discipline and/or project pursuant to all applicable Federal,State, and Local Law, Statute, Ordinances, and rules and regulations ofany kind.
