All responses must be submitted through the bid portalITEM AND DESCRIPTIONShawnee County is soliciting sealed bids for the construction of two (2) new cabins includingcorresponding concrete pads, porches, and utility tie-ins at the Lake Shawnee Campground located at3435 SE East Edge Rd. per the National Park Service LWCF Project #20-00835 and attached designplans.PRE-BID MEETINGA MANDATORY pre-bid meeting and on-site inspection is being held as part of the RFP process. Themeeting will be held on:Tuesday, February 3, 2026 at 11:00 amLake Shawnee Shelter house #63521 SE East Edge Rd., Topeka, KS 66605Attendance is mandatory at the pre-proposal conference. All questions requesting clarification ofitems/issues discussed at the pre-proposal conference must be submitted in writing via the online bid portal.Proposers should clearly understand that the only official answer or position of Shawnee County will be inwriting. Any modification to this Request arising from the pre-proposal conference, as well as answers towritten questions shall be made in writing by addendum and will be issued through the online bid portal.Page 1 of 12DESCRIPTIONThe Lake Shawnee Campground consists of mobile and tent camping spots, restrooms, shower and laundryfacilities, office/registration building, boat dock, concessions, and access to Lake Shawnee. All ages ofoutdoor recreation participants are served by the multitude of amenities and park features around the lakeincluding multiple playgrounds, ballfields, a heated fishing dock, fishing piers, a floating waterpark/playground, golf, walking trails, flower gardens, a kids fishing pond and many other park amenities.The north half of the campground was renovated in 2022 to include water, electric and sewer at each mobilesite as well as infrastructure prepping for the construction of cabins.Shawnee County Parks + Recreation (SCP+R) has been awarded a 2025 Land and Water Conservation Fund(LWCF) grant administered by the National Park Service through the Kansas Department of Wildlife andParks (KDWP) to construct two (2) cabins at the Lake Shawnee Campground.SCP+R is seeking qualified contractors to construct two new wood-framed cabins, one ADA AccessibleCabin and one Lofted Cabin, as designed by Falk Architects including slabs, utility hookups, HVAC, andfixtures as shown in the attached stamped drawings for the Base Bid and any alternates for this project.SCP+R requests this to be a turn-key project so bidders shall be required to attend the pre-bid meeting toperform site inspections and assure all facets of this RFP are taken into account.MINIMAL REQUIREMENTS1. Review and examination of existing site conditions. Pre-bid attendance is mandatory.2. Compliance with the drawings and/or any approved change orders.3. Project coordination with SCP+R staff.4. Review, acceptance and compliance with all specifications detailed in this RFP and provideddrawings.5. Acceptance and inclusion of the Assurances – Construction Programs form OMB Number: 4040-0009 attached as part of any ensuing bid award contract.6. Section 70914 of the Bipartisan Infrastructure Law's Build America, Buy America Act (BABA)mandates that federally funded infrastructure projects must use materials produced in the UnitedStates for iron, steel, manufactured products, and construction materials. This provision, oftenreferred to as "Buy America," aims to increase domestic production and create jobs. The Act alsoallows for waivers in certain circumstances, such as when domestic availability or costconsiderations make it impractical or inconsistent with the public interest according to theDepartment of Veterans Affairs.7. Work performed between the hours of 8am to 5pm weekdays only with no work performed onrecognized holidays or weekends unless prior approval by SCP+R.GENERAL SPECIFICATIONS1. See Falk Architect design attached to RFP for the construction plans.2. The Contractor is responsible for obtaining all utility locates prior to any work.3. Staking and layout will be inspected and approved by SCP+R prior to installation.4. All work shall conform to the City of Topeka and Shawnee County Standards.Page 2 of 125. The Contractor is responsible for keeping the construction site clean during and after constructionincluding the removal of all concrete slobber, forms, stakes, etc.6. Contractor to provide all necessary related permits.7. Warranty: Contractor shall warranty all items of their work to be free of defects in workmanship for aminimum period of 12 months from the date of final acceptance.RFP QUESTIONSAll questions regarding this RFP should be submitted through the Shawnee County Online Bid Portal. Thelast day to submit questions: 02/10/2026 by 5:00 pm (local time). Questions submitted after this deadlinewill not be answered.RESPONSE REQUIREMENTSResponses should assume that the county has had no previous knowledge of their products, services orcapabilities. Emphasis should be placed on a clear complete presentation of factual information. The Open Records Act (K.S.A. 45-215 et seq) of the State of Kansas requires publicinformation be placed in the public domain at the conclusion of the selection process, and be available forexamination by all interested parties. No proposals shall be disclosed until after a contract award has beenissued. Shawnee County reserves the right to destroy all proposals if the RFP is withdrawn, a contract awardis withdrawn, or in accordance with Kansas law. The online bid portal will not accept late proposals.How to include Proprietary Information in your proposal: Trade secrets or proprietaryinformation legally recognized as such and protected by law may be requested to be withheld ifclearly labeled "Proprietary" on each individual page and provided in a clearly marked and separatedwith the Proprietary Divider page, section within the pdf file uploaded to the online bid portal.
