Request for Qualifications (RFQ) for 2026 QBS: Section No.: 08-00233-00-BR Phase II Engineering Services for Genesee Street over the Waukegan River Rehabilitation SECTION 1. INTRODUCTION The City of Waukegan (“City”) is soliciting submissions of qualifications (each, a “Responsive Submission”) from qualified engineering firms for the performance of Phase II Engineering Services for the Genesee Street Bridge Rehabilitation, Structure Number SN-049-8000 located between Lake Street and West Water Street, meeting Illinois Department of Transportation (IDOT) documentation standards. The Project is for Phase II Engineering Services for the Rehabilitation of the Bridge (“Phase II Engineering Services”). The City is seeking Statements of Qualifications (SOQ) from firms interested in providing Phase II engineering services for the proposed Genesee Street Bridge Rehabilitation. The City has the option to retain the same firm for Phase III construction observation services if desired.   This solicitation is conducted pursuant to the Qualifications-Based Selection (QBS) process in accordance with Article 5-5.06(e) of the IDOT Bureau of Local Roads and Streets (BLRS) Manual, 23 CFR 172, and the Brooks Act (40 U.S.C. §§ 1101–1104). SECTION 2. CONTRACT SCOPE OF WORK The City has completed Phase I Design Engineering for the Project following IDOT Standards and has received Design Approval from IDOT Bureau of Local Roads (BLR). The selected consultant will enter into an agreement with the City for Phase II Engineering Services using IDOT BLR forms as directed by the City. Phase II Federal Funding is currently anticipated. The selected firm shall perform the Phase II Engineering Services required in a professional and satisfactory manner. The City will provide a liaison as a point of contact throughout the Phase II process. All work must be completed in accordance with City and IDOT standards. Work under this contract will require prequalification from IDOT in the following areas: Highways - Roads and Streets, and Structures - Highway: Complex. The City of Waukegan has requested Local Bridge Formula Program (formerly STP-BR) funding and is committed to rehabilitating the Genesee Street Bridge (S.N. 049-8000) over the Waukegan River. A project location map is attached. The bridge was originally constructed in 1913 and has not been rehabilitated since 1984. The purpose of the project is to rehabilitate the bridge. The proposed work will include the rehabilitation of the existing structure, a multi-span reinforced concrete spandrel arch. The project scope will include utility relocations, maintenance of traffic, streetscaping and lighting improvement and all related project issues within the logical termini of the project. Services will include preparation of plans, specifications and estimates, securing the necessary permits from regulatory agencies, and any other activities needed to have the project ready for an IDOT letting. No Right of Way acquisition is anticipated for the project. Temporary easement will be required for construction access.  The selected consultant will provide up-to-date information to the City and stakeholders. This scope of service may require the selected firm to have communication with local business owners or residents as needed. A public informational meeting could also be required. The bridge is eligible for listing on the National Register of Historic Places (NRHP); however, the proposed improvements have No Adverse Effect per IDOT & FHWA. Wetlands will only temporarily be impacted for construction access to the bridge for repairs. A PESA was completed in Phase I and a PSI is anticipated to be completed in Phase II. A contract for Phase III will be awarded when funding is available, and Phase II is complete and approved by IDOT. The selected consultant will be responsible for obtaining the necessary IDOT and City approval of preliminary, prefinal and final plans. The selection of the consultant for this project will be based on relevant experience and the proposed project approach as presented in the SOQ. The City may elect to interview three shortlisted firms if the submitted proposals are not considered sufficient to evaluate the firms. SECTION 3. SUBMITTAL REQUIREMENTS Please submit your firm’s SOQ, including the information listed below. Submittals should be limited to no more than 20 (single-sided pages). Your firm's approach to the project describing tasks. Personnel to be assigned to this project, their qualifications. Include resumes of key project personnel. Work that will be subcontracted to other firms. A brief description of similar projects that demonstrate experience relevant to this project. Your firm's ability to perform the work and deliver the project in accordance with City and IDOT guidelines. Statement of Experience and Financial Condition (SEFC) Prequalification and your letter from the Illinois Department of Transportation approving the SEFC along with your firm’s provisional overhead rate for the most current fiscal year and IDOT Prequalification Letter. Se requerirá servidumbre temporal para el acceso de la construcción.  El consultor seleccionado proporcionará información actualizada a la Ciudad y a las partes interesadas. Este ámbito de servicio puede requerir que la empresa seleccionada mantenga la comunicación con propietarios de negocios locales o residentes según sea necesario. También podría ser necesaria una reunión informativa pública. El puente es elegible para ser incluido en el Registro Nacional de Lugares Históricos (NRHP); sin embargo, las mejoras propuestas no tienen efecto adverso según IDOT y FHWA. Los humedales solo se verán afectados temporalmente para el acceso de construcción al puente para reparaciones. Se completó un PESA en la Fase I y se prevé que un PSI se complete en la Fase II. Se adjudicará un contrato para la Fase III cuando haya financiación disponible, y la Fase II estará completada y aprobada por el IDOT.
