ADDENDUM #1

RFQ/P#: 46-031

December 29, 2025

For the provision of

PARKS MAINTENANCE AND OPERATIONS ASSESSMENT

Hall County, Georgia, (herein “County” or “Owner”) a municipal entity of the State of Georgia, located at 2875 Browns Bridge Road, Gainesville, GA 30504, hereby gives this Addendum #1 on the project known as Parks Maintenance and Operations Assessment (herein “Services”).

The following questions were asked or submitted by various vendors.  The answers are provided in bold lettering.

We understand the 12 parks to be evaluated are USACE properties. Can you please provide any additional information as to the role Hall County currently has, or intends to have in the future, with regard to these properties in terms of operations, maintenance, and ownership?

Currently, Hall County has no affiliation with, nor any responsibilities related to these parks. We anticipate entering into a joint management or lease agreement at some number of the 12 parks in the near future. The purpose of this assessment is to help us determine the feasibility of county involvement at each location based on a variety of factors, including, but not limited to, operational costs, needed capital improvements, revenue potential and the value of each location to the public.

Will USACE and/or Hall County Parks staff be available to the selected consultant team, to be interviewed/provide input regarding the day to day use and operations of each park site?

Parks staff will be readily available to provide input and work closely with the selected consultants. We have a strong working relationship with USACE Lake Lanier Project Management Office and can arrange availability, on a somewhat more limited basis.

Is the County considering an agreement to manage the 12 Army Corps of Engineers Parks identified in the RFP?

Yes.

Is the County looking at identifying maintenance costs and revenues as a proforma for each park?

Yes.

Does the County have specific maintenance and operations guidelines and standards we can expect to be applied to the 12 (new) parks?

Yes. Details available, as needed.

Can the County share/provide a budget for completing this scope of work?

No budget has been determined yet.

Please confirm whether subcontractors are required to provide their own Exhibit E (E-Verify Affidavit) and Exhibit F (Ethics Affidavit) with the bid response, or if these forms are only required from the prime Bidder.

These forms are only required from the prime Bidder.
