Bid documents may also be obtained electronically by contactingthe Clerk’s Office at Clerks@lafayette.in.gov, by including the name of the bid documentsbeing requested, your company name and all relative contact information. All bid submissionsshall include Joint Purchasing Board Official Bid Forms, a Certified Check, payable to theCity of Lafayette, a Bid Surety Bond with authority of the Attorney-in-Fact, payable to theCity of Lafayette, or a Letter of Credit, payable to the City of Lafayette or Cash, in an amountequal to five percent (5%) of the total amount of the bid, guaranteeing the successful biddersperformance and fulfillment of the contract. The Certified Checks, Letters of Credit, Cash orBonds of unsuccessful bidders will be returned upon award of the contract to the successfulbidder.All bidders must furnish the Joint Purchasing Board with one (1) copy of bids. Price escalationand/or de-escalation will not be permitted, and all pricing must remain fixed until March 31,2027.EACH CLASSIFICATION OF ITEMS MUST BE SUBMITTED ON SEPARATE BIDFORMS.EACH BIDDER MUST SPECIFY, ON THE OUTSIDE OF THE ENVELOPE, WHICHITEMS ARE BEING BID.The contractor for asphalt paving shall be pre-qualified with the Indiana Department ofTransportation and offer proof of same enclosed with the bidding documents. All materials,equipment and workmanship shall comply with Indiana Department of TransportationStandard Specifications latest addition. Asphalt Production Facility shall be certified with theIndiana Department of Transportation and bidder shall provide proof of same enclosed withthe bidding documents.All bids will be awarded to the lowest and/or best responsive and responsible bidder. TheJoint Purchasing Board reserves the right to accept or reject any and all bids, to waive, to theextent permitted by the laws of the State of Indiana, any terms and conditions or provisions inthe Materials and Supplies Specifications or any informality, irregularity, omission of any bidprovided that such waiver shall, at the discretion of the Joint Purchasing Board, be to theadvantage of the City of Lafayette and/or Tippecanoe County.Bids may be withdrawn prior to, but no bidder may withdraw their bid for a period of thirty(30) days after the day set for the bid openings.These materials and supplies are exempt from all Federal and State sales tax.
