NOTICE OF REQUEST FOR PROPOSALS
Morrow County is requesting proposals from qualified low-voltage contractors for fiber optic and data cabling work at the Morrow County Fairgrounds in Heppner, Oregon. The project includes installation of single-mode fiber, network racks, Ethernet cabling for future cameras, and an antenna mast. This is a public improvement project subject to Oregon Prevailing Wage Law. Proposals are due January 12, 2026, no later than 2:00 PM. Complete proposal documents and submission instructions are available by contacting Morrow County Risk and Procurement or on the County website.All addenda, clarifications, and updates to this solicitation will be posted on the County’s website. It is the responsibility of proposers to regularly check the website for addenda prior to submitting a proposal.

Box 464Heppner, Oregon 97836Project OverviewMorrow County is requesting bids from qualified and experienced low-voltagecontractors for new fiber optic and data cabling work at the Morrow County Fairgrounds,located in Heppner, Oregon.Attached to this Request for Bid is a site diagram identifying the required fiber routes,network cabinet locations, future camera cable drops, and the antenna mast installationpoint.This project is grant funded. The grant expires on April 1, 2026, and all installation workmust be fully completed on or before this date. Please note that internal administrativeprocesses—including review, approval, and contract execution—must be completedprior to award, which further constrains the construction schedule.Even if your firm anticipates difficulty meeting the stated completion deadline, MorrowCounty still encourages submission of a bid. Additional funding may become available,or the grant timeline may be extended. If your firm is unable to meet the April 1, 2026deadline, this must be clearly stated in your bid response.Project Scope of Work1. Single-Mode Fiber Installation (Red on Diagram)2025-121-PR• Install twelve (12) strand single-mode fiber along the routes shown on theattached diagram.• All inter-building fiber runs shall be aerial; existing poles are already in place.• Terminate fiber inside each building’s designated network cabinet (red squares).• Fiber terminations shall utilize LC connectors into LC patch panels.• Provide fiber testing results, labeling, and complete documentation.2. Network Cabinets (Red Squares)• Provide and install a two-post equipment rack and fiber patch panel at the MainDistribution Frame (MDF) located in the Fair Pavilion.• Provide and install dedicated 120V power to each network rack location.• Cabinets shall include appropriate cable management and space for patchpanels. Install Lockable wall-mountednetwork cabinets at each designatedlocation.3. Ethernet Cabling for Future Cameras (Green Markers)• Install Cat6 (or better) Ethernet cabling from each green marker location back tothe respective building’s network cabinet.• These are cable-only runs for future camera installations; no devices are to beinstalled at this time.• All Ethernet drops must be labeled, terminated, and tested.4. Antenna Mast Installation (Blue)• Install a rooftop antenna mast on the Fair Pavilion as indicated on the diagram.• Provide five (5) Ethernet cable runs from the Fair Pavilion network cabinet to theantenna mast.• Install an outdoor-rated enclosure at the mast for termination of the five Ethernetruns.• Ensure proper weatherproofing, strain relief, and grounding in accordance withapplicable codes and best practices.5. General Requirements• All materials and installation shall comply with current low-voltage standards,applicable building codes, and industry best practices.• Bids must include all labor, materials, testing, permits, and incidentals necessaryfor complete installation.• Any assumptions, exclusions, or optional alternates must be clearly identified inthe bid.• If the April 1, 2026 completion deadline cannot be met, this must be explicitlystated in the bid response.• This project is classified as a public improvement and is subject to OregonPrevailing Wage Law (ORS 279C.800–870). Contractors are responsible for2025-121-PRcompliance with all applicable prevailing wage requirements and must accountfor these requirements in their bids.The County anticipates that the Inland Development fiber transport installation maybe completed prior to or independent of the internal low-voltage fiber and datacabling work under this solicitation. The low-voltage contractor’s scope does notinclude activation of internet or transport services. No cameras are being installed aspart of this project. Connectivity to County servers will be required during a futurephase when cameras are installed.ComplianceAll work will be performed in compliance with applicable local, state, and federal codes,including environmental and sanitation regulations.This project is considered a public works project and must follow Oregon’s prevailingwage laws. Contractors are required to pay workers the applicable prevailing wagerates for all work performed on-site. Bidders should review and follow all rules in ORS279C.800–870 and OAR 839-025 to make sure their labor practices meet staterequirements. Proof of compliance may be requested at any time during the project.The contractor shall maintain all insurance coverage required by Morrow County,including Workers’ Compensation, Commercial General Liability, and AutomobileLiability, in the amounts and form specified in the County’s insurance requirements. Allliability policies must name Morrow County, its officers, employees, and agents asAdditional Insureds, and must list Morrow County as the Certificate Holder. Proof ofinsurance meeting these requirements must be provided prior to the start of work.Contractors are responsible for all deductibles and must ensure that coverage isprimary and non-contributory.Attachments• Fairgrounds Network Project DiagramContract award is subject to available funding.
