The City of Wilsonville, Oregon invites proposals from qualified individuals or organizations for professional government relations and lobbying services. The City of Wilsonville maintains a strong government relations presence at the regional, state, and federal levels. These efforts are guided by City Council priorities and are led by an on-staff Government Relations Manager. The City is seeking consulting services from qualified professionals to advance the City’s ongoing policy and funding priorities. The requested services generally consist of expert counsel, advocacy and lobbying, and other services as described in the RFP.
The contract resulting from this RFP will have an anticipated term beginning April 1, 2026 and ending on June 30, 2030. At the City’s sole discretion, the contract may include up to two (2) additional two (2) year optional extensions. The anticipated negotiated fee for this Project is expected to exceed $250,000; therefore, Proposals will be evaluated in accordance with the qualifications-based selection procedures of OAR 137-048-0220.

Consultants are invited to demonstrate their experience and qualifications inperforming work directly related to the services required by responding to this Request forProposals (RFP). The anticipated negotiated fee for this Project is expected to exceed $250,000;therefore, Proposals will be evaluated in accordance with the qualifications-based selectionprocedures of OAR 137-048-0220. The City is seeking consulting services from qualified professionals to advancethe City’s ongoing policy and funding priorities.II. SCOPE OF WORKThe following is a proposed Scope of Work for government relations and lobbying services. TheCity reserves the right to modify the Scope of Work based on the Proposer’s Proposal.Task 1 – Strategic Counsel• Provide expert public and government affairs counsel and strategic advice to advance theinterests of the City of Wilsonville as established by the City Council.• Advise on the development of the City of Wilsonville annual legislative agenda andsupporting materials, suggest strategies for implementation of City priorities.• Monitor changes in state, regional, and local government policies that influence the policiesand interests of the City of Wilsonville and advise on action to be taken.• Assist City staff in drafting, reviewing, amending, supporting, and opposing proposedlegislation.• Provide “as requested” assistance to the Government Relations Manager to attend meetingsand coordinate with various officials and groups in support of the City’s legislative agendaand public affairs program.Task 2 – Lobbying• Establish, strengthen, and maintain positive working relationships with state and federallegislators, staff, and agencies; state advisory boards/commissions; Portland metro-areamayors and city councilors; chambers of commerce and similar civic organizations; otherlobbyists; and other key government, non-profit, and private sector stakeholders.• Alongside the Government Relations Manager, secure sponsors and advocate for City ofWilsonville legislative priorities with the Oregon State Legislature, State of Oregon StateAgencies, Metro, and other local governments and government associations.• Review State of Oregon revenue forecasts and proposed and adopted budgets and provideexpert revenue and fiscal analysis.• Coordinate and strategize preparation of City of Wilsonville written and verbal testimonyat legislative hearings, including drafting letters and talking points if requested.Government Relations and Lobbying Services Page 3November 10, 2025
