SECTION 1 – INTRODUCTION & BACKGROUND
The Town of Munster, hereinafter referred to as the “Town”, is seeking the services of
an experienced and qualified firm or company, hereinafter referred to as the “Proposer”
or “Contractor”, to provide Spray-In-Place Polymeric Lining (SIPP) for approximately
1,300 feet of existing water main along Oakwood Avenue. The existing water main is
located between Castle Drive and Oakwood Avenue from 33rd Avenue to Fairway
Avenue.
Water main serving homes along Oakwood Avenue is located along common rear lot
lines, and excavation to replace the pipe would be disruptive to existing lawns, fences,
and other items within the limits of the required trench. The Town has chosen to use
trenchless technology methods to avoid disruption to the maximum extent practicable.
The existing main consists of 6-inch cast iron pipe, with 27 service connections within
the rehabilitation limits.
SECTION 2 – SCOPE OF SERVICES
The Town will rely upon the professional knowledge of the Contractor to identify any
additional items required for a project of this type, and the Contractor shall include and
highlight those items within the proposal.
The Contractor shall submit a proposal clearly defining all required steps and phases of
work required to complete the project through final completion and restoration. The
Proposer shall also include a lump sum fee. The Contractor shall address, at a
minimum, the following items.
A. TEMPORARY WATER SETUP
The Contractor shall provide a temporary above-ground potable water service to
supply uninterrupted water service to affected homes. The Contractor shall take
traffic and protection into consideration for the location of the main. Prior to placing
into use, the Contractor shall disinfect, flush, and test for bacteria consistent with
applicable laws and standards.
All materials used for providing temporary water service to residents shall be NSF
certified, and suitable for potable water use.
B. PIPE PREPARATION/CLEANING
Isolation of the segment to be lined shall be coordinated with Town staff. Town
staff will operate existing valves.

Excavation of pits in appropriate locations to access runs of pipe to be lined.
Excavations within existing roadway limits shall require traffic control measures.
Pre-rehabilitation cleaning and inspection via closed-circuit television (CCTV) of
all pipe segments.
C. APPLICATION OF SIPP
Dewatering as necessary
Lining of the pipe in conformance with AWWA C620-19 standards
Post-rehabilitation CCTV inspection and documentation
D. DISINFECTION
The Proposer shall disinfect and flush the newly lined main in conformance with
AWWA C651-23. Safe bacteria test results shall be obtained prior to returning the
main to service. The Town will be responsible for collecting samples.
E. SURFACE RESTORATION / PROJECT CLOSEOUT
All pits shall be backfilled and compacted in conformance with Town standards.
The Town will complete remaining surface restoration items.
SECTION 3 – INSTRUCTION TO PROPOSERS
A. EXAMINATION OF THE REQUEST FOR PROPOSALS
It is the responsibility of the Proposer to carefully read the entire Request for
Proposals (RFP) which contains provisions applicable to successful completion and
submission of a proposal. If any ambiguity, inconsistencies, or errors are discovered
in the RFP, the Town must be notified in writing. Only interpretations or corrections
of the RFP made in writing through addenda by the Town will be considered binding
on the Proposer. The RFP consists of all documents identified in the Table of
Contents.
B. RFP TIMETABLE
The anticipated schedule for the RFP and contract approval is as follows:

C. PROPOSAL SUBMISSION
All proposals should be submitted to the Director of Operations by email at
dreyes@munster.org. The subject line shall indicate the email message constitutes
submittal of a proposal. If file size prohibits transmittal via email, the Town will
accept submittals at Town Hall at the address below, or via file transfer site.

Proposers are responsible for informing any commercial delivery service, if used, of
all delivery requirements and for ensuring that the required address information
appears on the outer wrapper or envelope used by such service.
The Proposal must be signed by an officer of the company, who is legally authorized
to enter into a contractual relationship in the name of the Proposer.
The submittal of a Proposal will be considered by the Town as constituting an offer
by the Proposer to perform the required services at the stated prices.
D. CONTRACTOR QUALIFICATIONS
To be considered responsive, Bidders must demonstrate the following minimum
qualifications:
A minimum of five (5) years of continuous experience in trenchless pipe
rehabilitation, specifically spray-in-place pipe lining
Successful completion of at least three (3) SIPP projects of similar scope and
size within municipal systems
NASSCO-certified inspection personnel for pre- and post-CCTV inspection
Compliance with AWWA C620-19
Valid Indiana Contractor's License and all required permits
Ability to furnish Performance Bond and Payment Bond each equal to 100%
of the Contract Price
E. PROOF OF INSURANCE
Proposer shall provide proof of insurance meeting the following requirements.
