The Owner will RECEIVE BIDS UNTIL 11:00 AM onApril 28, 2026. at Sevierville City Hall, 120 Gary Wade Boulevard, Sevierville, Tennessee, 37862, (Mailingaddress: P.O. Box 5500, Sevierville, Tennessee, 37864-5500). Bids will then be publicly opened and readaloud at Sevierville City Hall, 120 Gary Wade Boulevard, Sevierville, Tennessee. The envelopescontaining the bids must be sealed, addressed to Tracy Baker, Assistant City Administrator and mustbear the following information:Name of BidderBidder’s AddressDate and Time of Bid OpeningBid Enclosed: Property and Liability Insurance CoverageEach bidder shall submit three (3) copies of the completed bid packet and one (1) electronic copy.The Owner may consider informal any proposal not prepared and submitted in accordance with theprovisions hereof, and may waive any informality or reject any and all proposals. Any proposal receivedafter the time and date specified shall not be considered.1. INTRODUCTIONThe City of Sevierville, Tennessee (“City”) is requesting proposals from qualified insurance carriersand/or licensed insurance agencies to provide Property and Liability Insurance Coverage for municipaloperations. The intent of this RFP is to secure comprehensive, financially sound, and stable coveragethat is substantially equivalent to or better than the City’s current coverage program.2. BACKGROUNDThe City of Sevierville is a full-service municipality providing public safety, public works, parks andrecreation, and administrative services. The City seeks proposals that maintain continuity of coverage,improve risk management where possible, and provide competitive and sustainable pricing.3. SCOPE OF SERVICESA. Property Coverage:- Buildings, contents, and infrastructure- Replacement cost valuation- Coverage for major perilsB. Liability Coverage:- General Liability- Automobile Liability2- Public Officials Liability- Law Enforcement Liability- Employment Practices Liability- Umbrella/Excess LiabilityC. Additional Coverages:- Cyber Liability (optional)- Equipment Breakdown- Crime/FidelityCoverage must be substantially equivalent to current coverage and clearly identify any exclusions ordeviations.4. AVAILABLE INFORMATIONThe City will provide current policies, loss runs, property schedules, and additional underwritinginformation upon request.5. MINIMUM QUALIFICATIONSProposers must be licensed in Tennessee, have experience with municipal clients, and provide coveragethrough financially sound carriers rated A or better by recognized rating agencies.6. PROPOSAL REQUIREMENTSProposals shall include:- Executive Summary- Coverage Details- Exceptions- Pricing- Financial Strength- Experience and References- Claims and Service Approach7. EVALUATION CRITERIAProposals will be evaluated on coverage quality, financial strength, experience, risk management servicecapabilities, cost, and responsiveness. The award will be based on best value.8. CONTRACT TERMInitial term of one (1) year with up to three (3) one-year renewal options subject to mutual agreement.9. GENERAL CONDITIONS3The City reserves the right to reject any or all proposals, waive informalities, and negotiate terms. Theselected proposer must comply with all applicable laws and provide indemnification as required.
