NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that Bids will be received for the Contract DATA READINESS AND MIGRATION PREPARATION SERVICES 26-077-IT on or before August 20, 2026 at 2:30 p.m. Solicitation documents, including specifications, may be obtained by email at valerie.calvente@dupagecounty.gov or at www.DemandStar.com . All Bids must be received prior to the date and time shown above.

Electronic signatures are allowed and Bids do not have to be notarized. The County accepts no responsibility for transmission failures or content omissions. Bids transmitted in person, by mail or by facsimile ("Fax") will not be accepted.

STATEMENT OF WORK

DuPage County (“County”) Information Technology is seeking bids to provide Data Readiness and Migration Preparation Services for its Consortium. The Consortium seeks professional consulting services to prepare law enforcement data from both the legacy Motorola NetRMS system and the current Hexagon OnCall Records system for migration into the Consortium's future Records Management System (“RMS”).

Rather than performing the final migration into the replacement RMS, the selected consultant will produce a migration-ready data set through comprehensive data profiling, cleansing, normalization, de-duplication, mapping, and documentation. The resulting work products shall significantly reduce implementation risk, improve data quality, and provide reusable migration assets for the future RMS implementation.

The project includes preparation of data from both source systems and the development of all documentation necessary to support a subsequent production migration.

This revised purpose shifts the focus from a system-to-system migration to preparing data for a future migration.
