This information session presents anopportunity for the Proposers to ask questions regarding the solicitation requirements andclarify any information about the site location.No modification or changes will be allowed because of the failure of the Proposer tocarefully review all available information, visit the project site(s) or attend the pre -submittal conference.(THE REMAINDER OF THIS PAGE IS INTENTIONALLY BLANK)3SECTION 1 - INTRODUCTION AND INFORMATION1.1 PURPOSEThe City of Winter Garden is seeking to obtain proposals from qualified proposers for theconstruction of the CWGDN Fire Station No. 21 in accordance with the terms, conditions, andspecifications contained in this RFP. Fire Station No. 21 will be situated on an approximately1.59-acre parcel located at 16290 Marsh Road, Winter Garden, Florida 34787. Proposalssubmitted shall include all material, labor, equipment, tools, service, transportation, andsupervision necessary to properly complete the work in a safe, effective, and efficient mannerand in accordance with the terms of this RFP.1.2 INFORMATION/CLARIFICATIONQuestions related to the solicitation shall be submitted in writing to Jose Gainza, FireChief, via email to jgainza@cwgdn.com no later than May 5, 2025 @ 16:30 PM. No questionsor clarifications will be considered after that date and time. Questions must be typed orprinted. Responses will be posted as an addendum and made available on the City’s website(https://www.cwgdn.com/bids.aspx)1.3 SUBMISSION AND RECEIPT OF PROPOSALSIn order to be considered, proposals shall be submitted in accordance with this competitivesolicitation. Separate proposals must be submitted for each competitive solicitation issued bythe City.1.3.1 Firms interested in being considered for these services shall submit, a total of six(6) copies of the Proposal, signed by a person(s) legally authorized to bind the Firm,in a three-ring binder format:• One (1) copy marked “original”• Four (4) copies• One (1) flash drive containing all original documents of the requiredresponse1.3.1.1 Proposals shall respond to each of the criteria in the same order listed on theselection criteria rating sheet, pg. 51 and use tabs to identify each section. Theproposal is limited to 70 informational pages, plus the pages required for AIAForm 305. Proposals shall be submitted in a sealed package clearly labeledwith the RFP number and the name of the submitting Firm.1.3.1.2 Submissions by corporations must be executed in the corporate name by thePresident or other corporate officer accompanied by evidence of authority to4sign. The corporate address and state of incorporation must be shown belowthe signature.1.3.1.3 Submissions by partnerships must be executed in the partnership name andsigned by a partner, whose title must appear under the signature and theofficial address of the partnership must be shown below the signatures.1.3.2All Submissions received from Proposers in response to the competitive solicitationwill become the property of the City. In the event of contract award, alldocumentation produced as part of the contract shall become the exclusiveproperty of the City.In order to be considered, Proposers are solely responsible for making certain that theirsubmission is received by the CWGDN by the Submittal Deadline. No oral, telegraphic,electronic, facsimile, or telephonic submissions or modifications will be considered unlessotherwise specified herein or in a written addenda issued by the City. It is the responsibility ofthe Proposer to see that any proposal submitted shall have enough time to be received by theCity before the Submission Deadline.1.4 INTERPRETATIONS AND ADDENDA1.4.1All Proposers shall carefully examine the solicitation documents. Any ambiguitiesor inconsistencies shall be brought to the attention of the City in writing prior to theSubmittal Deadline. Any questions concerning the intent, meaning andinterpretation of the solicitation documents shall be submitted in writing to JoseGainza, Fire Chief, via email to jgainza@cwgdn.com no later than May 5, 2025. Noperson is authorized to give oral interpretations of, or make oral changes to, thesolicitation documents. Therefore, oral statements will not be binding and shouldnot be relied upon. Changes or interpretations may only be made by a writtendocument issued by the City in the form of an addendum issued prior to theestablished addendum deadline.It is the responsibility of the Proposer to receive, acknowledge, and review all addenda thatare issued. Proposers should check online at the CWGDN website(https://www.cwgdn.com/bids.aspx) prior to submitting their proposal and up until theSubmission Deadline in the event additional addenda are issued.If a Proposer submits their proposal prior to the Submission Deadline and addenda areissued thereafter, the Proposer will be contacted, and the submission status will change toan INCOMPLETE STATUS.5
