Scope of Work: The San Diego County Water Authority (Water Authority) is soliciting proposalsfrom qualified Design-Builders experienced in the design and construction of subaqueous steelbulkheads for the Lake Hodges Hydroelectric Facility Isolation project (Project).Over time, the existing isolation slide gates at the Lake Hodges Hydroelectric Facility havedeteriorated and are no longer fully functional, impeding maintenance efforts and posing safety risks.The proposed project will design and install welded steel bulkheads that will hydraulically isolate thehydroelectric facility’s penstocks and intake from Lake Hodges, allowing dewatering, inspection, andmaintenance of the facility.The installation of subaqueous steel bulkheads at the Lake Hodges Hydroelectric Facility is highlyspecialized work that must be performed underwater at significant depth. It requires certifiedcommercial divers who are also qualified underwater welders meeting strict American WeldingSociety (AWS) D3.6M Class A standards, along with nondestructive testing technicians holdingadvanced certifications for inspecting welds in a submerged environment.B. Liquidated Damages: If work is not completed by the Contractor by each scheduled milestone orcompletion date specified in the Contract Documents, the Water Authority will assess liquidateddamages in the amount of $1,000 for each calendar day or portion thereof until work is complete.Please review the Contract Documents.C. PROPOSAL REQUIREMENTS:A. Proposals shall be submitted electronically via the BidNet Direct vendor portal, no later than 2:00p.m. on May 15, 2026.B. Preproposal Meeting: A Pre-proposal Meeting will be held on April 22, 2026, at 10:00 a.m. in theWater Authority’s Escondido Large Conference Room located at 610 W 5th Avenue, Escondido,CA 92025. Attendance at the pre-proposal meeting is not mandatory, but interested proposers areencouraged to attend.C. A Site Visit will be conducted after the Pre-proposal Meeting on April 22, 2026, at 11:00 a.m.Proposers shall meet Water Authority staff at 18962 Lake Dr, Escondido, CA 92029, and arerequired to provide their own transportation; and carpooling is encouraged as parking at the site islimited. Proposal Guarantee: Each Proposal shall be accompanied by a Proposal Guarantee in the form ofcash, a certified or cashier’s check, or bond executed by an admitted surety insurer in the amountof 10 percent of the aggregate amount of the Lump Sum Price Proposal payable to “San DiegoCounty Water Authority.”E. Qualifications: Professional engineer licensed in the State of California, with minimum five yearsof experience in pipeline bulkhead design. Design-Builder and all subcontractors shall possess andmaintain current and valid licenses necessary to perform and complete the Work. See Section 8.0of the Request for Proposals.F. Department of Industrial Relations Registration: Pursuant to California Labor Code Section1725.5, the Water Authority requires all contractors and subcontractors to be registered with theDIR prior to submitting a bid on any public works project. Bids from contractors or subcontractorsthat are not registered as required will be deemed non-responsive. The Water Authority will notaward a contract to and no contractor or subcontractor will be allowed to work on a WaterQ0359.201.1-1 - PROJECTfactsheet.docxAuthority project unless contractor and each subcontractor are registered with the DIR pursuant toLabor Code Section 1725.5.Contractors must submit proof to the Water Authority that all subcontractors of any tier performingany public works portion of the work are registered with the DIR. Pursuant to Labor Code Section1773.3, the Water Authority shall withhold final payment to the Contractor if the requirement isnot satisfied. The Contractor must complete Subcontractor List, Schedule B-1 andVendor/Supplier and Service Provider List, Schedule B-2 and submit with its bid.G. Small Contractor Outreach Opportunity Program: The San Diego County Water Authority’s SmallContractor Outreach and Opportunities Program (SCOOP) is designed to maximize participation ofdiverse, qualified, small prime contractors, subcontractors, and material suppliers seeking to dobusiness with the Water Authority. The Contractor hired to complete the scope of work identifiedin this request for bids will be determined, in part, by the Contractor’s demonstrated effort inconducting effective outreach to small contractors. Effective implementation of the WaterAuthority’s SCOOP is a requirement.
