NOTICE: The City of San Bruno (the “City”) will receive sealed bids on the proposalforms furnished by the City and in accordance with the plans and specifications on orbefore Thursday, March 26, 2026 at 2:00 PM (PDT) by the Office of the City Clerk,located at 567 El Camino Real, San Bruno, California 94066, for the following publicwork:2. PROJECT DESCRIPTION:The work includes, but is not limited to: rehabilitation of the Lake and Sneath PotableWater Pump Stations. Work includes, but is not limited to the mechanical piping, newHVAC new electrical and instrumentation, existing electrical/instrumentationimprovements, building refurbishment and improvements to meet current codes, civil siteimprovements and new generators. TEMPORARY CONSTRUCTION STORAGE/STAGING REQUIREMENTS: Ifapproved by the City, construction equipment and materials may be stored within thepublic right-of-way but must be moved every five (5) days as construction progresses.Material storage at the construction site shall be limited to what is needed for five (5)days construction. No construction material shall be stored over the weekend unlessapproved by the City Engineer. Operating reflector barricades shall be required for allequipment and material left on the street overnight. At the end of each workday allloose material, parts and debris must be cleaned up and discarded and any storedmaterials shall be neatly stacked and organized. Failure to comply with theserequirements shall result in liquidated damages in the amount of $250 per CalendarDay.4. CONSTRUCTION SITE / OFF-SITE STAGING AREA SCREENINGREQUIREMENTS: The construction site and any off-site staging areas must besecured by temporary chain linked fencing, with a minimum height of 72 inches, unlessthe building code requires additional protection. The chain link fence is to be made ofgalvanized steel and must include a top and bottom rail. The fencing must beadequately anchored to prevent movement and the effects of wind. No visible gaps inRev. 08/202400 10 00 - 1Notice Inviting BidsSNEATH AND LAKE PUMP STATION REHABILITATION PROJECTProject Nos. 11003 and 11004the fencing are allowed, including between panels or under them. Gates must besliding or in-swinging and close tightly with no gaps in or around them.When the construction site or off-site staging area is adjacent to any public right-of-way, the fence adjacent to the right-of-way shall have a visual/dust barrier orscreening. The screen is to be constructed of green knitted polyethylene or canvassecurely fixed to the inside face of the fencing and shall be maintained in a tautcondition throughout the project. No twisted wire is to protrude on the exterior side ofthe fence. No tears or rips greater than 2” in any dimension will be allowed. Anyscreening that is torn or ripped or fencing or barricades that have been defaced will bereplaced at the contractor’s expense within 48 hours.In addition to the required screening, any wood barricades or temporary chain linkfencing facing a public roadway shall be setback two (2) feet from any property line orsidewalk, if site conditions allow. All areas visible from the public right-of-way shall bemaintained free of weeds and litter.Any construction site or staging area fencing facing a public roadway shall include asign, securely installed on the fence that is made of durable and waterproof materialsthat provides the following information: the name and emergency contact telephonenumber of the general contractor. The sign lettering shall be large enough to be readfrom 10 feet away and the sign shall not extend above the top of the fence. The signlanguage and graphics need to be approved by City staff prior to installation.Failure to comply with these requirements shall result in liquidated damages in theamount of $250 per Calendar Day.5. STATEMENT OF QUALIFICATIONS: Each Bidder shall be required to submit, inaccordance with Document 00 21 00 (Instructions to Bidders) and Document 00 45 13(Statement of Qualifications (SOQ) for Construction Work), a Statement ofQualifications.6. CONTRACT TIME: All work under this contract shall be completed within300 Working Days from the Notice to Proceed effective date. The City shall assessliquidated damages in the amount of $500 per Working Days for delays in completionof the project, as provided in the Contract Documents.7. REQUIRED CONTRACTOR’S LICENSE(S): A California Class “A” contractor’slicense is required to bid on this contract. Joint ventures must secure a joint venturelicense prior to award of this Contract.8.
