The Land Clearance for Redevelopment Authority of the City of Saint Louis (“LCRA”) will receive sealed bids for Demolition Contractor Services for the building at 207 North 6th Street and a skybridge connecting two parking garages located between 6th and 7th Streets crossing Pine Street, until the deadline listed below, at which time there will be a public bid opening.
Sealed proposals are due: June 23, 2026 at 1:00 p.m. CDT, extended PER ADDENDUM 1
All bids shall be submitted pursuant to the terms and conditions in this Invitation and the Instructions to Bidders. Potential Bidders may obtain related Documents from the Authority at the following address:

LCRA is seeking services from a qualified firm St. Louis city certifiedeligible demolition contractor to perform comprehensive environmental remediation, hazardousmaterials abatement, and demolition work on the building. Utilities are not operational or availableonsite.LCRA acquired the building at 207 North 6th Street with the intention of demolishing it for futureredevelopment. LCRA previously acquired all other parcels within City Block 129 except for TheGill Building at 622 Olive. LCRA intends to clear the entire lot, except for The Gill Building, tocreate a nearly full city-block redevelopment site.The services to be provided through this RFB will be funded by The Coronavirus State and LocalFiscal Recovery Fund allocated to the City of St. Louis by the United States Department of theTreasury and passed through the City’s Community Development Administration to LCRA. The work will be executed in a specific, mandatory four-phase sequence:• Phase 1 (Remediation): All ACM abatement, Household Hazardous Waste (HHW)/UniversalWaste removal, shall be performed from within the buildings.• Phase 2 (Utilities): Disconnect all utilities (gas, sewer, electrical) and cap them incompliancewith local codes.• Phase 3 (Demolition & Removal): Demolition of the 207 N 6th Street building andfoundation; demolition of the skybridge connecting the two parking garages (former Macy’sgarage and Kiener West garage) across Pine Street between 6th and 7th Streets.• Phase 4 (Restoration): For 2027 N. 6th, backfill, site grading, seeding, strawing, and final siterestoration. Not applicable for the skybridge.The demo contractor can utilize the surface parking lot at 600 Olive Street for mobilization duringdemolition. LCRA owns the lot.All necessary permits are the demo contractor’s responsibility. This includes demolition permits andstreet & sidewalk closures. Contractor shall provide all required street and sidewalk blockagebarriers as required.B. Special Instructions for Demolition of 207 N. 6th Street:• Refer to “Exhibit A2: 207 N 6th – Demolition Specifications.”• Care should be taken to ensure that no structural damage is done to the adjacent parkinggarage.• The green glazed bricks on the east façade of the building shall be palletized and delivered toa TBD storage location within the city.C. Special Instructions for Demolition of the skybridge:RFB – LCRA Demolition Contracting Services – 207 N 6th & CB 129Page 3• Refer to “Exhibit A3: Skybridge Demolition Specifications”• Care should be taken to ensure that no structural damage is done to the Kiener West parkinggarage.• Care should be taken to ensure that minimal damage is done to the Kiener West garage’s PineStreet façade;• Advanced and daily coordination with a representative of the Kiener West garage ismandatory to ensure that the parking facility is impacted as minimally as possible.• Demolition shall be constructed in a manner that minimizes the number of days and the dailynumber of hours that closure of Pine Street and the sidewalks thereon is required.D. Type of Contract:The project will be constructed under a single prime contract. Utilization of subcontractors isallowed and encouraged.SALES TAX EXEMPTBidders are advised that, subject to the provisions of Section 144.062 RSMo, purchases of tangiblepersonal property and materials to be incorporated into or consumed in the construction of thisproject are not subject to Missouri sales tax and may be made on a sales tax-exempt basis pursuantto an Exemption Certificate issued by the Authority. LCRA will provide a tax-exempt certificate.Said purchases may not be made until a Notice To Proceed is forthcoming from LCRA or theirauthorized representative and a Tax-Exempt Certificate has been issued. LCRA will not be liable fortaxes on purchases made by a Contractor or Subcontractor who has not been issued a Tax-ExemptCertificate.TAX & LICENSE CLEARANCEA. City Business License: LCRA will only contract with a Respondent that maintains a valid City ofSt. Louis business license, if such a license is required to do business in the City.B. Payment of City Taxes Required: LCRA will only contract with a Respondent that is current onall payments due to the City of St. Louis Collector of Revenue. Respondents are expected to becurrent on all payments and submission of all required reports. All personal property taxes must bepaid.C. Authority to Investigate: By responding to this RFB, unless otherwise explicitly stated,Respondent authorizes LCRA to verify Respondent’s compliance status with the Collector ofRevenue and License Collector.D.
