INTRODUCTIONThe City of San Carlos is seeking experienced and qualified Transportation Markings and Stripingfirm(s) to perform transportation marking and striping and related services. The City will contractwith up to two (2) primary firms, under which subcontractors may operate. The City is requestingservices for up to a five (5) year period. The term of the agreement shall be for one (1) year, with upto four (4) one (1) year extensions. The annual sum of task orders shall be approximately $300,000,or approximately $150,000 per firm.This request invites firms to submit qualifications and performance data for inclusion in a file of thetop qualified firm(s) that the City will use when a specific project requires the services of markingand striping. Submission requirements and additional information for this effort are detailed in thisrequest.2. BACKGROUNDSan Carlos, incorporated in 1925 as a General Law city, encompasses 5.6 square miles and islocated exactly halfway between San Francisco and San Jose. The City is governed by a five-member City Council with members selecting a Mayor for a one-year term and has an appointedCity Manager. The City population of slightly more than 28,000 residents has high property valuesand a high median household income. There has been a great emphasis on public participation inlocal government and the citizenry is quite active. Other information regarding the City of SanCarlos can be found on the City’s website – www.cityofsancarlos.org.The firm(s) will work under the direction of the Public Works Director or designee to handle servicetasks, as they are required. The highest rated firm(s) will be selected to be on contract for on-callservices. Firm(s) will enter into a master agreement which will specify the billing rates, personnelto be assigned, and other terms. No monthly retainer is anticipated.Letter proposals will be requested from one or more on-call firms when service tasks are required.The letter proposals will set forth the scope, fee, personnel, and time of performance for theparticular task. The letter proposals will be approved through a task order amending the masteragreement. Firm selection for a particular task will be based on qualification as set forth in theStatement of Qualifications. Firm selection will be at the sole discretion of the City. No firm isguaranteed work.3. SCOPE OF SERVICESWork covered by this section includes identifying and referencing location of existing pavementmarkings and traffic lines, removal of existing striping, and the installation of new thermoplasticpavement markings and traffic lines to their original configuration or as shown on each task order ordirected by the engineer in the field. Work also includes the removal, relocation and installation of alltraffic (vehicular and pedestrian/bicycle) and street name signs as shown on the task order. Anyroads, driveways, walls, and curbs which are damaged during construction, shall be repaired to theiroriginal or better condition.The statement of qualifications does not need to include a fee proposal for specific tasks. Feeproposals for individual tasks would be requested as part of task orders during the course of the on-call contract, based on the list of bid items presented in Exhibit A.Page | 2The term of the agreement shall be for one (1) year, with up to four (4) one (1) year extensions.Approximately 30 days prior to the end of each one (1) year period, a meeting may be held betweenthe firm(s) and the City of San Carlos staff for conducting a performance review and revising thescope and/or language of the agreement.4. SCHEDULE AND SUBMITTALSThe City’s target dates are as follows:Release of RFQRFQ Questions DueQualifications dueContract AwardMarch 27, 2026April 7, 2026April 17, 2026May-June 20265. PROPOSAL FORMAT AND CONTENTThe proposal shall be brief, precise, and shall not include unnecessary promotional material. Theproposal shall not exceed 15 pages, excluding title page, table of content, dividers, rateschedule(s) and resumes. The proposal should contain the following elements in the exact orderand segmentation listed below:1. Cover Letter. Describe your firm or team’s interest and commitment in providing firm servicesto the City. The letter shall be signed by a person authorized to negotiate a contract with theCity.2. Staffing, Firm Experience and Understanding of Project & Objectives. Describe thequalifications and experience of the firm expected to be assigned to this project. Thedescription shall include previous experience with similar projects. Include an organizationchart and provide a matrix including subcontractors you have worked with in the past, ifapplicable. A discussion demonstrating the proposer’s understanding of the project, the goals,the services to be provided, and their significance to the overall City goals. The firm mustpresent significant evidence of successful projects done for local government clients over thepast five years. Projects should be representative types normally done by local governmentorganizations.3. Rate Schedule. The firm shall provide the most current rate schedule as shown in Exhibit Athat may be assigned to this project. Selected consultant will still need to provide proposals fortasks upon request, which are to include estimated total cost detailing subtotals for subtasks.Each invoice for task orders shall indicate percentage of completion for each deliverable beforepayment can be made. The method of payment to the successful proposer(s) shall be on atime and expense reimbursement basis for actual work performed. Fee schedule shall includedirect costs such as, but not limited to, materials. Payments will be based on actual workperformed and support service costs charged to the project. No payments will be made forwork performed prior to execution of the agreement.4. References. Provide at least three references (name, agency, title, address and telephonenumber) for recent similar or related work within the past 5 years.5. Proof of Licensing. Bidders are to be licensed in accordance with the provisions of the“Contractor’s License Law,” Chapter 9 of the Division 3 of the State Business and ProfessionsCode. At the time of submitting the bid, bidder must have one of the following classifications ofPage | 3contractor’s license: Class A – General Engineering Contractor, Class C-32 – Parking andHighway Improvement Contractor.6. Other Relevant Information & Exceptions. Provide additional relevant information that may behelpful in the selection process including:a. Conflict of Interest: Provide names of individuals associated with the firm that have apotential conflict of interest. The City may not contract with a proposer if theproposer is an employee, officer, or director of the proposer’s firm, or any immediatefamily member of the preceding, has served as an elected official, employee, board,or commission member of the City who influences the making of the contract.Furthermore, the City may not contract with any proposer whose income,investment, or real property interest may be affected by the contract. Proposals aresubject to disqualification based on such a conflict of interest as determined by theCity.b. City Standard Agreement: The selected firm will be required to execute anAgreement for on-call services on the City’s form, which is made part of thisRequest for Qualifications as shown in Exhibit B. All proposers are directedparticularly to review all Indemnification, Hold Harmless and Insurance requirementsset forth in this Agreement. Any requested changes to the City’s Agreement must besubmitted with the proposal and will be evaluated as part of the proposal. Changesto the Agreement may render the proposal non-responsive. Authorization of TaskOrders Consultant services will be on an as-needed, on call basis throughout theterm of the Agreement. Consultant Services will be authorized by task orders issuedby the City, which may be in the form of a written or verbal request. The Consultantis responsible for acknowledge receipt of request within two (2) working days. Taskorders may vary significantly in scope and duration and will be determined in greaterdetail as each task order is assigned. The City will discuss the scope of serviceswith the selected Consultant prior to issuing a task order. The Consultant will beresponsible for preparing a detailed scope, staffing and fee estimate for each taskorder. Fee proposals shall be submitted to the City within two (2) weeks of therequest. The City may accept the Consultant’s task order proposal or negotiate withthe Consultant. The City reserves the right to not accept the Consultant’s task orderproposal and perform work with other resources.7. Terms and Conditions. The proposal shall stipulate that it is predicated upon all the terms andconditions of the Request for Proposals. In addition, it shall contain a statement to the effectthat it is valid for a period of one hundred twenty (120) days from the date of receipt thereof bythe City. It shall be signed by an official authorized to bind the organization.6. EVALUATION AND SELECTION PROCESSProposals will be screened, and the top candidate(s) will be reviewed by a selection committee.The qualifications for the top candidates will be verified and references will be checked. Inreviewing the proposals, the City will carefully weigh:• Firm’s understanding of the City’s desires and general approach to completing the work;• Firm’s experience with contracts of similar complexity and magnitude;• Qualifications of the staff being assigned to this project;• Demonstrated ability of the firm to perform high quality work, to control costs and to meetPage | 4time schedules;• Demonstrated ability of the firm to work effectively with City staff;Other qualifications/criteria as deemed appropriate by the Public Works Director or the panelreviewing the proposals.7. SUBMITTAL GUIDELINESFirms shall submit an electronic PDF file of the qualifications and shall name the electronic file inthe following format:“Firm Name – Qualifications for On-Call Markings & Striping”To: Ken Der, Civil Engineering Assistant, kder@cityofsancarlos.orgSubject Line: “Firm Name – Qualifications for On-Call Markings & Striping”The submissions must be received by the City of San Carlos no later than 5:00 p.m. on Friday,April 17, 2026. The City will not be bound by any modifications to or deviations from therequirements set forth in this RFQ as the result of oral instructions. The City reserves the right torevise or withdraw this RFQ at any time and for any reason.• Single Proposal ResponseThe City reserves the right to reject all proposals, to request additional information concerningany statement for purposes of clarification, to accept or negotiate any modification to anystatement following the deadline for receipt of all statements, and to waive any irregularities ifsuch would serve the best interests of the City.• Additional Submittal InformationThe City assumes no responsibility for electronic delivery delays.All costs incurred during proposal preparation or in any way associated with the Firm’spreparations, submission, presentation, or oral interview, if held, shall be the sole responsibilityof the firm.If awarded a contract, the firm shall maintain insurance coverage, including errors andomissions and worker’s compensation, reflecting the minimum amounts and conditionsspecified by the City. Firms are liable for all errors or omissions contained in their proposals.By submitting a Proposal, Proposer represents that: (1) Proposer has thoroughly examined andbecome familiar with the Work required under this RFQ, (2) Proposer comprehends allconditions that may impact the Proposal, (3) Proposer has reviewed of all addenda, and (3)Proposer is capable of providing the equipment, goods and services necessary to perform thePage | 5
