HOLLYWOOD ACID MINE DRAINAGE TREATMENT PLANT
SPECIFICATIONS
REACTOR TANK MAINTENANCE
I. SCOPE OF WORK:
The Department of Environmental Protection (Department), Bureau of Abandoned Mine
Reclamation is soliciting bids from qualified contractors to furnish all necessary labor and
equipment to remove and dispose of the hardened sludge deposits, consisting of
precipitated metals and lime, that accumulated inside of two (2) concrete reactor tanks at
the Hollywood Acid Mine Drainage (AMD) Treatment Plant located in Huston Township,
Clearfield County.
This treatment plant is located at 10267 Tyler Road, Penfield, PA 15849. Location maps
can be found in Attachment 1a, Hollywood Location Maps.
Each reactor tank is 27 feet wide by 27 feet long with a total depth of 25 feet. Each reactor
tank has a 30-inch diameter bolted manway access that can be used to perform the work.
As-built construction drawings of these two (2) reactor tanks and a photo of the manway
access are attached as Attachment 1b, Hollywood AMD as built DWGS Reactor Tank
Manway Access.
The removal of hardened sludge shall be performed in an organized, neat and professional
manner to avoid any damage to the concrete reactor tanks, surrounding equipment and
infrastructure to the approval of the Department’s Representative. Any debris resulting
from the removal of the hardened sludge shall be cleaned up and removed. The hardened
sludge shall be removed to the bottom of each reactor tank and the inside face of the reactor
tank walls shall be cleaned to remove any residual sludge or sediment to the approval of
the Department Representative.
Sludge removal consists of removing, hauling, and disposing of the sludge at an approved
permitted landfill or an approved residual waste disposal site obtained by the Contractor.
The Contractor must obtain the residue waste disposal permit (Form U) in accordance with
all existing laws and regulations of the Pennsylvania Department of Environmental
Protection, Bureau of Waste Management. The Contractor must provide copies of Form U
and the approval to the Department prior to starting work. If the Contractor proposes to
dispose of sludge at an out-of-state facility, all applicable federal/state requirements,
permits, and/or laws of that state must be met. The Contractor must provide the Department
with written verification that the sludge was accepted and disposed of at an approved
permitted site.
If the 30-inch manways are used for sludge removal, upon completion of the material
removal, each 30-inch diameter manway access shall be sealed and secured onto each
reactor tank with new gaskets, new sealant, and using the existing fasteners to bolt back
into place.
Any disturbance to the plant site area shall be restored to original conditions.

II. CONTRACT TASKS:
After the bid opening, the Department will award the project to the successful bidder. The
Department will determine when the plant is ready for work to begin and will notify the
Contractor. The Contractor shall mobilize and begin work within one (1) week of
notification from the Department.
Prior to the commencement of work, the Contractor will be required to submit to the
Department a sludge removal plan outlining the equipment to be used and the procedure to
be employed to remove sludge from each reactor tank along with the proposed disposal
location as stated in the Scope of Work.
Treatment of Acid Mine Drainage will be maintained through the plant during cleaning of
the reactor tanks. The Department and the Contractor will schedule an agreed upon start
date. Prior to the start date, the Department will empty one (1) of the reactor tanks while
maintaining flow and treatment through the other reactor tank. Upon completion of work
to the first tank, as approved by the Department’s Representative, the Department will route
flow through the first reactor tank and will drain the second reactor tank for cleaning.
The Contractor hereby covenants, contracts, and agrees to furnish all necessary labor,
materials, and equipment, and to perform all the work and labor required herein in an
expeditious, substantial, and workmanlike manner in accordance with the bid proposal and
all pertinent documents found in the agreement. At a minimum, this service will include
the following:
1. Laborer(s).
2. All necessary equipment to remove, haul, and dispose of sludge from each of the
two (2) reactor tanks and clean the reactor tank walls and to restore any disturbed
areas to original conditions.
3. All necessary equipment to remove, reseal, and reinstall the 30-inch diameter
manway accesses that are fastened with bolts and sealant and to restore any
disturbed areas to original conditions.
III. EQUIPMENT:
The Contractor hereby covenants, contracts, and agrees to furnish all necessary labor, tools,
and equipment, and to perform all the work and labor required herein in an expeditious,
substantial, and workmanlike manner in accordance with the bid proposal and all pertinent
documents found in the agreement.
Repairs and replacements shall be made by the Contractor at his expense and shall be made
with a minimum of time lost.
Time lost due to breakdown or replacement of parts shall not be considered as basis for
payment.
The Department reserves the right to reject any item of equipment when, in the opinion of
the Department’s Representative, the item is not in satisfactory operating condition.
The item, “Equipment” will be paid for at the Contract lump sum price bid, which price
and payment shall constitute full compensation for furnishing all labor, equipment,
materials and supplies to remove, transport, and dispose of the hardened sludge material
that was removed from the reactor tanks. All hardened sludge removed is the Contractor’s
responsibility to dispose of offsite at an approved permitted facility.
Please note this item does not include the labor cost to remove the hardened sludge from
each reactor tank.
IV. INSURANCE REQUIREMENTS:
The Contractor shall purchase and maintain at his expense the following types of insurance,
issued by companies acceptable to the Commonwealth.
1. Workmen’s Compensation Insurance sufficient to cover all the employees of the
Contractor working to fulfill this contract.
2. Comprehensive General Liability Insurance, including bodily injury and property
damage insurance, to protect the Commonwealth and the Contractor from claims
arising out of the performance of the Contract. The amount of public bodily injury
insurance shall not be less than $500,000 for injury or death of persons per
occurrence. The amount of property damage insurance shall not be less than
$500,000 per occurrence.
3. Automotive Liability Insurance, including bodily injury and property damage
insurance, to protect the Commonwealth and the Contractor from claims arising out
of the performance of the Contract. The amount of automobile bodily insurance
shall not be less than $500,000 for injury or death of persons per occurrence. The
amount of automobile property damage insurance shall not be less than $500,000
per occurrence.
The required insurances shall be of the Contractual Liability type, and the named insured
party shall include the Commonwealth of Pennsylvania. The insurance shall not contain
any endorsements or any other form designed to limit and restrict any action by the
Commonwealth, as an additional insured, against the insurance coverage in regard to the
work performed by the Contractor. Prior to the commencement of work under this Contract,
the Contractor must provide the Commonwealth with current Certificates of Insurance.
These Certificates shall contain a provision that coverage afforded under the policy shall
not be cancelled or changed until at least thirty (30) days written notice has been given to
the Commonwealth.
V. BID AWARD:
Bid award shall be to the lowest responsive and responsible bidder meeting all requirements
and in accordance with Attachment B, Bid Award. Bidder must bid on all line items and
shall complete Attachment B, Bid Award and electronically attach it to the bid submission
via www.emarketplace.state.pa.us.
DEP is not responsible for the maintenance of the eMarketplace website.
The total volume of hardened sludge is estimated to be 180 cubic yards (C.Y.) per reactor
tank for a total of 360 C.Y.

DEP is not responsible for the support or functionality of any DGS website.
All bids shall be submitted electronically ONLY before closing date and time.
2:00 p.m., Thursday, June 25, 2026.
Note: Sludge quantities herein are for informational purposes only. It is estimated
that approximately 360 cubic yards of sludge need to be removed from the reactor
tanks to an approved disposal site. A site visit by the Contractor is required prior to
bidding on the Contract. Please contact Mike King at 814-421-5590.
VI. CONTRACTOR QUALIFICATIONS:
After bid opening and prior to award, the Contractor shall provide documentation of
experience in providing the specified services in the scope of work. The Department
reserves the right to review this documentation and request three (3) references to verify
the contractor’s experience and qualifications.
VII. CONTRACT QUANTITIES:
The quantities herein are estimated only and may increase or decrease depending upon the
needs of the Department. The Contractor shall be reimbursed at the unit price bid for actual
work performed.
VIII. CONTRACT TERM:
The contract shall commence upon execution and terminate within ninety (90) days.
IX. CONTRACT REQUIREMENTS:
The Contractor shall complete and submit Attachment B, Bid Award.
The contractor shall comply with Attachment C, Steel Products Procurement Act and Trade
Practices Act.
The contractor shall comply with Attachment D, Build America, Buy America Act.
The contractor and any subcontractors must comply with the Davis-Bacon Act
(40 U.S.C. 3141-3144, and 3146-3148) as supplemented by the Department of Labor
regulations (29 CFR part 5 entitled “Labor Standards Provisions Applicable to Contracts
Covering Federally Financed and Assisted Construction”).
X. PAYMENT TERMS:
Payment shall be made on a reimbursement basis for actual services performed. The
Contractor shall submit an invoice within thirty (30) days of job completion. After the job
is complete, please provide the Department with a record of the total approximate cubic
yards of sludge that were removed from each of the reactor tanks.
