PUBLIC UTILITIES DEPARTMENTRequest for ProposalsSource Water Protection Public EducationProposalThe City of St. Cloud, Minnesota (“City”) is soliciting proposals from qualified consultantsfor creative design services to develop, design and produce educational, interactivedisplay(s) for water festivals for local school age children and general public educationevents.Background InformationThe City has secured grant funds from the Minnesota Department of Health, SourceWater Protection Program to implement this project.The City of St. Cloud sits on the banks of the Mississippi River, from which it provides theCity’s sole source of drinking water for over 70,000 people. The City has recognized theimportance of the public understanding the significance of protecting this resource forhuman health and the health of the environment. Thedisplays will create an impactful visual of the “urban water cycle” showing how a waterdrop moves through St. Cloud starting as stormwater draining to the Mississippi River, tobecoming drinking water, and eventually ending back in the Mississippi River ascleaned effluent from the Nutrient, Energy & Water (NEW) Recovery Facility(Wastewater Treatment Facility).The City participates in water festivals, in partnership with the Sauk River WatershedDistrict, that provide area fourth graders with the opportunity to learn about theenvironment in which they live and the vital role that water and its protection play intheir lives. City staff also provides a stormwater/source water protection publiceducation booth at many local events.A common challenge with children and adults alike is understanding the concepts ofthe urban water cycle without an effective visual display to demonstrate how watermoves under our feet in a city through separate pipes, how pollutants impact ourwaterways, and how water is treated, both for drinking and for return to the River. It isimportant for city residents to understand the significance of protecting our sourcewater for both human and environmental health.The displays created as part of this grant will be long-lasting and robust and used atwater festivals and local public education events. Consultants that specialize withpublic education displays will be utilized to help design and bring the urban watercycle and source water protection visual education concepts to life. The displays willinclude visual and interactive components to achieve the outcomes described below.The displays will provide a visual learning experience for viewers, helping make theconnection between individual actions and the impacts to the environment, such asthe Mississippi River. Key concepts to be integrated when designing and constructingthe displays include:1) How stormwater runoff and pipes can convey high risk potential contaminationsources and pollutants such as sediment, phosphorus, organic sources from yardwaste, and bacteria sources from pet waste to our source water, generallyuntreated or settled.2) How simple pollution prevention practices by the community protect our sourceof water.3) Difference in the separate pipe systems under our streets (stormwater, drinkingwater, wastewater).4) Understanding basic drinking water treatment. Residents will be reminded of theirrole as stewards.Page 2 of 4Scope of ServicesAt least three meetings, both in person and/or virtual, are anticipated with City staffwhich would be led by the consultant. A project kickoff meeting and necessarymeetings to review and discuss design options of the educational, interactive publiceducation and awareness display(s).Services shall include the consultant’s time, labor, resources and other costs associatedwith creating the educational display(s) and delivering the final product(s) to the City.The project budget is: $2,500 for design of the display(s) $9,500 to create and deliver the final educational, interactive display(s) $1,000 contingencyThe project is to be completed by September 4, 2026.Submission RequirementsSubmit a proposal with the following information by email tostormwater@ci.stcloud.mn.us by 4:00 PM(CST) on the date identified below with SubjectLine to Read: Source Water Protection Public Education RFP1) Summary of related professional experience and qualifications with at least oneexample of a similar project.2) At least one reference where the consultant has previously completed a similarproject.3) Summary of how the consultant will meet the project goals and outcomes withinthe project timeline and budget.Consultant Selection ProcessProposals will be evaluated based on qualifications and experience of the Consultantand other appropriate factors (see below). Selection criteria shall include, but shall notbe limited to, the following factors:1) Related professional experience and qualifications.2) Consultant’s experience and knowledge related to the project topic.3) Demonstration to meet the project goals and outcomes within the dedicatedbudget.4) Ability to meet schedules.5) Anticipated services and project timeline based on the general scope ofservices.Page 3 of 4The City reserves the right to negotiate professional services from the selectedconsultant(s) as deemed necessary to fulfill the complete project intent.
