PUBLIC NOTICCITY OF CREST HILLCREST HILL, ILLINOISEASTERN AND WESTERN RECEIVING STATIONSCONTRACT 2-2025The City of Crest Hill (OWNER) is requesting Bids for the construction of the following Project:Eastern and Western Receiving StationsContract 2-2025Electronic Bids for the construction of the Project will be by OWNER until April 17, 2026, at 2 P.M., local time.At that time the Bids received will be publicly downloaded and read aloud via teleconference. The logininformation for the teleconference is as follows: (651) 372-8299, Conference ID 973 8992 4091.The Project includes the following work at two different locations: At the West Station, construction of a 22-footby 34-foot brick and block receiving/metering station and associated electrical improvements; supervisorycontrol and data acquisition (SCADA) system; and heating, ventilation, and air conditioning (HVAC). Site workat the West Station includes underground piping, concrete driveway, and landscaping. At the East Station,work will include construction of a 80-foot by 39-foot brick and block receiving/pump station and associatedelectrical improvements; SCADA system; HVAC; yard piping; and site work. Site work at the East Stationincludes underground piping valving, sanitary and storm sewers, a concrete driveway, and landscaping.There will be two bid alternatives. One Bid Alternative will be for a system-wide SCADA upgrade. SCADAupgrades will be done at OWNER’s existing wellhouses and water treatment plants. A second bid alternativewill consist of construction of approximately 2,000 feet of buried conduit and conductors along withmiscellaneous electrical improvements. Bids from Bidders who arenot on the Plan Holders List may be returned as not being responsive.The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder’smaximum Bid price.Bidders will be required to comply with all laws, including those relating to the employment of labor and thepayment of the general prevailing rate of hourly wages in the locality in which the work is to be performed foreach craft or type of worker or mechanic needed to execute the contract or perform such work, also the generalprevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-12 the “Prevailing Wage Act”) as ascertained by the City or by the Illinois Department of Labor for Will County,Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work.Section 00 11 13-13894.061/2-2025If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemploymentin Illinois as defined in the Employment of Illinois Workers on Public Works Act,30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employa work force that consists of at least 90% Illinois laborers. An “Illinois laborer” is defined as any person whohas resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Biddershall require all subcontractors (if any) to conform with said laws, and any rules or regulations now andthereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or onbehalf of Bidder or Bidder’s subcontractors.Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loanfrom the Illinois Environmental Protection Agency. Neither the State of Illinois nor any of its departments,agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurementwill be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply LoanProgram (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the UnitedStates Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), IllinoisWorks Jobs Program Act (30 ILCS 559/20-1), and the federal “Build America, Buy America Act” requirementscontained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58.This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantagedbusiness enterprises. The loan recipient’s policy requires all bidders to undertake specified affirmative effortsat least 16 days prior to bid opening. The policy is contained in the Specifications. Bidders are also requiredto comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders andcontractors under this order are explained in 41 CFR 60-4.The City of Crest Hill reserves the right to reject any or all Bids, to waive any technicality, and to accept anyBid which it deems advantageous. All Bids shall remain subject to acceptance for 135 days after the time setfor receiving Bids.Contract award shall be made based on the lowest responsive and responsible Bidder for the Base Bid. Bidalternatives will be considered after the low responsive bidder is selected.A pre-bid conference will be held at 11 A.M. local time, on March 26, 2026, at the City of Crest Hill, 20600 CityCenter Boulevard, Crest Hill, IL 60403.
