EASTERN AND WESTERN RECEIVING STATIONS
CONTRACT 2-2025
The City of Crest Hill (OWNER) is requesting Bids for the construction of the following Project:
Eastern and Western Receiving Stations
Contract 2-2025
Electronic Bids for the construction of the Project will be by OWNER until April 17, 2026, at 2 P.M., local time.
At that time the Bids received will be publicly downloaded and read aloud via teleconference. The login
information for the teleconference is as follows: (651) 372-8299, Conference ID 973 8992 4091.
The Project includes the following work at two different locations: At the West Station, construction of a 22-foot
by 34-foot brick and block receiving/metering station and associated electrical improvements; supervisory
control and data acquisition (SCADA) system; and heating, ventilation, and air conditioning (HVAC). Site work
at the West Station includes underground piping, concrete driveway, and landscaping. At the East Station,
work will include construction of a 80-foot by 39-foot brick and block receiving/pump station and associated
electrical improvements; SCADA system; HVAC; yard piping; and site work. Site work at the East Station
includes underground piping valving, sanitary and storm sewers, a concrete driveway, and landscaping.
There will be two bid alternatives. One Bid Alternative will be for a system-wide SCADA upgrade. SCADA
upgrades will be done at OWNER’s existing wellhouses and water treatment plants. A second bid alternative
will consist of construction of approximately 2,000 feet of buried conduit and conductors along with
miscellaneous electrical improvements. The proposed conduit will be installed running from the proposed East
Receiving/Pumping Station to an existing diversion structure west of the East Receiving Station.

For this Project, Bids will ONLY be received and accepted via the online electronic Bid service through
QuestCDN.com. To access the electronic Bid Form, download the Project Documents and click the Online
Bidding button.
The Issuing Office, is Strand Associates, Inc.®, 1170 Houbolt Road, Joliet, IL 60431.
All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com.
Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who are
not on the Plan Holders List may be returned as not being responsive.
The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the Bidder’s
maximum Bid price.
Bidders will be required to comply with all laws, including those relating to the employment of labor and the
payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for
each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general
prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS 130/1-
12 the “Prevailing Wage Act”) as ascertained by the City or by the Illinois Department of Labor for Will County,
Illinois shall be paid for each craft or type of worker needed to execute the contract or to perform such work.

If at the time this Contract is executed, or if during the term of this Contract, there is excessive unemployment
in Illinois as defined in the Employment of Illinois Workers on Public Works Act,
30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to employ
a work force that consists of at least 90% Illinois laborers. An “Illinois laborer” is defined as any person who
has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident. The Bidder
shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and
thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working through or on
behalf of Bidder or Bidder’s subcontractors.
Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan
from the Illinois Environmental Protection Agency. Neither the State of Illinois nor any of its departments,
agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement
will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan
Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United
States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois
Works Jobs Program Act (30 ILCS 559/20-1), and the federal “Build America, Buy America Act” requirements
contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58.
This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantaged
business enterprises. The loan recipient’s policy requires all bidders to undertake specified affirmative efforts
at least 16 days prior to bid opening. The policy is contained in the Specifications. Bidders are also required
to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and
contractors under this order are explained in 41 CFR 60-4.
The City of Crest Hill reserves the right to reject any or all Bids, to waive any technicality, and to accept any
Bid which it deems advantageous. All Bids shall remain subject to acceptance for 135 days after the time set
for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible Bidder for the Base Bid. Bid
alternatives will be considered after the low responsive bidder is selected.
A pre-bid conference will be held at 11 A.M. local time, on March 26, 2026, at the City of Crest Hill, 20600 City
Center Boulevard, Crest Hill, IL 60403. Bidders are encouraged to attend and participate in the conference.
