NOTICE OF REQUEST FOR PROPOSALS FOR DESIGN-BUILD CONSTRUCTION SERVICES FOR A NEW WATER / MAINTENANCE SHOP FOR THE CITY OF BLACKFOOT

The City of Blackfoot seeks to identify interested and qualified firms for providing design-build construction services for a new water / maintenance shop to be located at

880 Mitchell Lane, Blackfoot, Idaho.

In accordance with the terms and conditions of a final contract, the project shall consist of at least the following:

  1. An engineered steel building that is 150 feet by 100 feet, with at least:
    1. Two 16x16 overhead doors
    2. Two 12x12 overhead doors
    3. Concrete and footings to withstand heavy equipment traffic
  2. 100 feet by 100 feet Two story office, with at least:
    1. 1 st Floor
      1. One - 35 feet by 35 feet training / classroom
      2. Six - 15 feet by 21.75 feet offices
      3. Two public ADA compliant restrooms
      4. Locker Room with 2 ADA compliant bathrooms with a shower
      5. 35 feet by 25 feet breakroom with kitchen
      6. Mechanical and server rooms of sufficient size
    2. 2 nd Floor
      1. 2 storage areas for heavy parts storage
      2. Future offices
      3. Future restrooms
      4. Stairs to the outside of the building and to the interior shop area

All designs must comply with the City of Blackfoot commercial building requirements.  These requirements can be found at https://cityofblackfoot.org/DocumentCenter/View/2022 , or can be obtained through City Hall.

The City does have available a rudimentary design of the type of layout desired.  The layout is available through City Hall.

All proposals shall include the interested party being responsible for all design and construction services required for the project including, but not limited to architectural, electrical, structural, mechanical, plumbing, and any other required specialty.  It shall also include providing an “as built” set of drawings of the entire project.   All construction must strictly adhere to the applicable building codes.

Any interested parties shall submit a proposal including at least the following:

1.      Name, address and telephone number of interested party, along with a letter of introduction; and

2.      Brief history of relevant experience and capabilities; and

3.      Provide a management plan addressing the parties’ ability to work within a collaborative design review process, budget management and control and scheduling criteria; and

4.      Any other information relevant to Selection Criteria set forth below

4.      Estimated budget amount for all services provided.

Proposals will be evaluated based upon overall desirability of the proposal, experience in the construction industry, and overall fit with the City’s goals and objectives in relation to the water / maintenance shop.   Any questions should be directed to the Water Department Superintendent, Princton Lee, at 208- 785-8608 .

The City has the right to reject any and all proposals.

All construction contracts are subject to final approval by the City of Blackfoot. It is anticipated that all final construction terms will comply with industry standards.

All proposals shall be submitted in writing to the City Clerk of the City of Blackfoot, located at 157 N. Broadway, Blackfoot, Idaho, by no later than February 18, 2026 at 5:00 p.m.
