ADVERTISEMENT FOR BIDS

Separate sealed bids for Roadway Improvements Project Group 13 (City Bid No. 2025-79) for the City of

Florence will be received by the OWNER in the Council Chambers located at the address below until 2:00

PM on December 17, 2025, and then at said place be publicly opened and read aloud. Electronic bids will

not be accepted. All bids must be clearly marked with the bid name/number on the exterior envelope.

Scope of Work: The work to be completed consists of furnishing all materials, equipment, and labor

necessary for full depth pavement patching and surface milling and overlay improvements for Loquat Drive,

Sumac Drive, Elderberry Drive, Viburnum Drive, Inverness Drive, Brigadoone Lane, Canterbury Road,

Windsor Road, Marion Avenue, Poinsett Drive, and Lazar Place. Kent Circle will require full depth

reclamation.

Construction Schedule: The OWNER intends to issue the Notice of Award within 30 days of the bid

opening, and the Notice to Proceed on or about January 17, 2026. The allowable construction schedule for

the project is 75 calendar days.

Bidding Documents are available for purchase by going to the Ardurra virtual Plan Room at

https://qcpi.questcdn.com. Please note that only registered plan holders may bid on this project. The

cost of the printed Bidding Documents will depend on the number and size of the drawings and project

manual, and applicable taxes. The cost of bidding documents and shipping is non-refundable. The date that

the Bidding Documents are transmitted will be considered the Bidder’s date of receipt of the Bidding

Documents. Partial sets of the Bidding Documents will not be available.

Bidders must deposit security with all bids. Security shall be in the form of a certified check or bid bond

made payable to the Owner, and shall be for an amount equal to not less than five percent (5%) of the

amount of the bid. Provisions of the security shall be as described in the Information for Bidders.

No bid will be considered unless the bidder is legally qualified under the provisions of the South Carolina

Contractor's Licensing Law (South Carolina Code of Laws as amended on April 1, 1999, Chapter 11,

Sections 40-11-10 through 40-11-428). All bidders must be properly bonded and insured, with proof

provided upon request. Contractors shall have a classification of AP.

No bidder may withdraw the bid within 60 days after the actual date of the opening and thereof.

The Owner welcomes submissions from minority and woman owned businesses. Please indicate that you

are a minority or woman owned business with your request for bid documents.

This solicitation does not commit the Owner to award a contract, to pay any costs incurred in the preparation

of a bid, or to procure or contract for services. The Owner reserves the right to waive any informalities,

reject any and all responses, to cancel this solicitation, and to make an award deemed in its own best interest.
